Job Summary:
The HR Workforce Development Program Analyst is responsible for administering, tracking, analyzing, reporting, and recording training program participation. This includes managing registrations, completions, and evaluations of training programs. The Analyst must have demonstrated knowledge of Government systems used in training administration such as the Defense Civilian Personnel Data System (DCPDS) and Navy ERP. The role requires knowledge of Navy mandatory training requirements and the ability to effectively communicate these requirements to both Government and Contractor personnel. This position supports the Naval Surface Warfare Center Dahlgren Division (NSWCDD) in providing research, development, test and evaluation, analysis, systems engineering, integration, and certification of complex naval warfare systems and fleet support.
BACKGROUND
The Naval Surface Warfare Center Dahlgren Division (NSWCDD) provides comprehensive and dedicated support to the Navy through research, development, test and evaluation, analysis, systems engineering, integration, and certification of complex naval warfare systems and fleet support. To continue providing the military with testing and certification, utilizing its Potomac River Test Range in Dahlgren, VA, and fleet support at NSWCDD Dam Neck in Virginia Beach, VA, teamed with Claxton Logistics Service to deliver support for professional and operational services.
SCOPE
Claxton Logistics support provides professional and operational support services to NSWCDD. Claxton operates support is non-personal services for the day-to-day operations at NSWCDD, including program/project management, process improvement, quality control, metrics, technical documentation, technical direction, command evaluation, office of counsel, budget, accounting, travel payroll, financial systems, Equal Employment Opportunity (EEO), human resources, information technology-cybersecurity administration, corporate business, interpreter support, facilities management, and property management functions. Claxton Team is not be tasked with and will not perform Inherently Governmental services.

Qualifications:
- Experience: Minimum of 3 years in administering, tracking, analyzing, reporting, and recording training program participation.
- Skills and Competencies: Knowledge of Government systems used in training administration (DCPDS and Navy ERP), ability to communicate training requirements, strong analytical and reporting skills.
- Educational Requirements: Bachelor’s degree in Human Resources, Business Administration, or a related field.
