JOB SUMMARY:
The HR Data Analyst will collect, compile, analyze HR and Training data, metrics, and statistics, and apply this data to make recommendations related to recruitment, retention and legal compliance such as adverse impact on HR and Training processes. This position is primarily responsible for developing and maintaining a data repository capable of producing reporting and analysis utilizing HR and Training metrics. Additionally, the HR Data Analyst will be responsible for managing the software platforms of NEOGOV, Workday, and HRIS Tyler Munis.
The work requires knowledge of and the ability to apply HR theories, principles and practices of HR data analysis and process improvement. This position has anatomy to work with all components to create and maintain the needed analytical dashboards for readily assessable statistics for the HR and Training unit. The ideal candidate will have experience collecting HR and Training requirements, data analysis, documenting technical specifications, and understanding core data characteristics. This role is expected to work in supporting and expanding a culture of operational excellence.

ESSENTIAL JOB FUNCTIONS:
- Collect, compile, and analyze HR and training metrics from various sources, including HRIS, payroll, surveys, exit interviews, employment records, and industry data.
- Develop and maintain an HR/Training data repository to generate standardized and ad hoc reports and dashboards. Documents methodologies and ensure timely reporting (monthly, quarterly, annually).
- Audit HR/Training transactions to ensure data integrity, reporting accuracy, and compliance with policies. Identify and resolve software or data issues.
- Conduct employee engagement surveys, analyze feedback, and identify drivers of morale, productivity, and retention.
- Develop and maintain systems for tracking and evaluating employee performance, ensuring fairness and alignment with organizational goals. Assesses and recommends improvements to performance appraisal systems.
- Collect and interpret HR metrics related to turnover, recruitment effectiveness, training impact, compliance, and engagement. Use findings to support workforce planning and decision-making.
- Prepare data reports and present findings to command staff and executive leadership to support strategic decision-making.
- Identify workforce risks related to diversity, wage compliance, and employee relations, and developing mitigation strategies.
- Recommend policies and initiatives to improve recruitment, retention, and organizational culture based on data analysis.
- Assist in developing and maintaining standard operating procedures for HR & Training functions.
- Support implementation of new HR and training initiatives, including process improvements through HRIS, Microsoft Office, Tableau, and other platforms.
- Monitor regulatory requirements and industry standards to ensure compliance with employment laws and policies.
- Serve as SharePoint site owner for HR/Training, assisting in application development to automate and enhance processes.
- Test software updates (e.g., HRIS Tyler Munis, SharePoint, NeoGov) in a non-production environment, troubleshooting and validating functionality before implementation.
- Use predictive modeling and statistical analysis to forecast workforce trends, such as attrition, succession planning, and talent shortages.
- Coordinate responses for internal and external audits, ensuring accurate documentation and reporting.
- Support staffing, recruiting, performance management, benefits, and compensation processes as needed.
- Maintain organized project documentation and ensures compliance with data privacy regulations and best practices.
- Assist agency leadership with emergency response and protective measures during critical events.
- Provide cross-training and support to coworkers, fostering teamwork and knowledge sharing.
- Report on maintenance, safety, and compliance concerns to the appropriate personnel.
- Complete all assignments, special projects, and budgetary tasks in a timely manner, adhering to agency policies.
- Adhere to attendance, leave, and timekeeping policies, ensuring timely submission of requests and timesheets.
- Maintain professionalism in all interactions, demonstrating respect, cultural awareness, and ethical conduct.
- Regularly checks and responds to emails, calls, and agency messages, keeping the chain of command informed of critical matters.
- Actively participates in job-specific training and professional development.
- Performs other duties as assigned.
LICENCES, EDUCATION AND EXPERIENCE REQUIREMENTS:
- Bachelor’s degree in human resources, Business Administration
- Two (2) years of experience in human resources functions such as job classification and compensation, recruitment, selection, training, employee benefits, or compliance. Experience in HR data analytics, reporting, or process improvement is highly desirable.
- A combination of six (6) years of education and/or professional experience in human resources, data analytics, metrics reporting, process improvement, or data management may substitute for the education requirement.
- Human Resources certification (PHR, SPHR, SHRM-CP, or equivalent) preferred
- HR Data Analytics preferred, required within the first 12 months of hiring
- Proficient in Microsoft office products
- Speak and understand the English language
- Internal candidates must have successfully completed their probationary period
- Internal candidates with punitive disciplinary action within 365 days are ineligible
- Internal candidates must have completed applicable CCSO FTEP requirements

Salary is negotiable for full-time positions prior to initial hire, if requested, based on verified experience up to step five (5) of the assigned pay grade. Current employee salary changes are determined based on internal methodology. Please contact Human Resources with any questions.
