What are the responsibilities and job description for the PAYROLL TECHNICIAN I - FINANCE position at Clayton County Government?
PURPOSE OF CLASSIFICATION
The purpose of this classification is to perform time keeping and employee maintenance in support of the County’s payroll function. Work involves reviewing and entering personnel actions and payroll information into the County’s Time Management System; answering payroll related questions; and preparing and maintaining payroll related documents and records.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Receives, reviews, and enters personnel actions affecting payroll records such as new employee information, salary increases, pay adjustments, etc.; calculates, processes, and/or enters other payroll system changes such as changes to employee withholdings, benefit deductions, garnishments, levies, and other pay adjustments or miscellaneous earnings or deductions.
Submits and monitors roll over programs from the Time Management System; enters corrections sent in by departments for current and past payroll periods; and calculates, prepares, and enters manual and cancel checks on the payroll system.
Reviews preliminary register of the payroll system and makes necessary corrections.
Prepares journal entries to record payroll expenses to the proper accounts within the General ledger.
Prepares a variety of supporting documents for payroll functions to include accounts payable vouchers for payroll related deductions.
Copies and maintains files of payroll related documents, such as remittance letters, direct deposit forms, time sheets, etc.
Performs varied records retention tasks such as boxing and storing payroll documents, binding payroll registers and reports. Provides assistance and information to employees, managers, attorneys, and other interested parties regarding payroll issues.
Explains policies and procedures.
ADDITIONAL FUNCTIONS
Performs other related duties as required.
MINIMUM QUALIFICATIONS
High school diploma or GED; supplemented by one (1) year of experience performing payroll or timekeeping related work; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Hours are from 8:00 a.m. to 5:00 p.m. on the weekdays.

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
