PURPOSE OF CLASSIFICATION
Performs a variety of semi-technical/semi-administrative functions for various programs in the Department of Transportation and Development. Assist department leadership in the delivery of services.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. Other duties may be required and assigned. Applies basic technical knowledge to efficiently complete various administrative functions in a variety of program areas. Creates, generates, and compiles complex materials appropriate to assigned program area including, correspondence, memos, agendas, minutes, charts, permits, legal documents, Board packets. Utilizes technical knowledge to answer inquires, concerns, and complaints from the public, contractors, consultants, other departments, and co-workers. Provides guidance related to processes and procedures. Independently researches situations to determine facts and develop solutions. Creates, maintains, or utilizes various databases and records for the department’s programs. Performs computer related tasks requiring broad working knowledge of a wide variety of standard computer applications including MSWord, MSExcel, MSAccess, MSPower point, AS400, database systems, spreadsheet programs, report presentation packages, calendar schedulers and electronic file maintenance. Applies knowledge of transportation programs, County operations, and department operations in daily functions. Serves as a point of contact for certain department programs and functions. Examples include: street lights, utility coordination, utility permitting, contract and agreement management, Board of Commissioner Agenda and Business Meeting items, Board of Commissioner Constituent Aide Program, public information dissemination, Director’s office administration, work orders, road asset inventory, and project reporting. Assist in the development and implementation of operational aspects of the department including regulations, procedures, document control, resource allocation, and information flow. Functions in a centralized role and liaison to disseminate project and department information to appropriate departmental employees, other County departments, and various governmental and private agencies.
ADDITIONAL FUNCTIONS
Arranges calendars and coordinates schedules for meetings, intra- and interdepartmental functions, projects, and other department functions and activities. Maintains and updates filing of all documents, records, and/or reports; processes public records request within scope of authority; prepares records for storage and maintains tracking database. Assists with general administrative and clerical duties of the department as needed. Attend meetings and public information sessions as needed. Performs other related duties as required.
MINIMUM QUALIFICATIONS
Bachelor’s degree; supplemented by two (2) years of experience in a technical and/or administrative nature for a transportation field/program or similar field which could include customer service, technical troubleshooting, service delivery, contract management, etc.; OR Associate’s degree; supplemented by five (5) years of experience in a technical and/or administrative nature for a transportation field/program or similar field which could include customer service, technical troubleshooting, service delivery, contract management, etc.; OR High school diploma or GED; supplemented by twelve (12) years of experience in a technical and/or administrative nature for a transportation field/program or similar field which could include customer service, technical troubleshooting, service delivery, contract management, etc.; or any equivalent combination of education, training, and experience. Must possess and maintain a valid Georgia driver’s license.

Physical Ability: Tasks require the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, and that generally involves lifting, carrying, pushing and/or pulling of moderately heavy objects and materials (20-50 pounds).
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
