Job Summary

This position is responsible for university procurement activities and proper liaison with state purchasing services; providing customer service to university faculty and staff in a courteous and helpful manner while maintaining accuracy and integrity to meet campus procurement needs; managing the university's purchasing card program; overseeing operations related to university travel; and providing campus training on procurement policies and procedures.

Responsibilities

Provides daily management and supervision of purchasing operations (40%)
Ensures appropriate and consistent interpretation of and compliance with federal, state, Board of Regents (BOR), university and other applicable procurement laws, regulations policies and procedures.
Manages and/or executes purchases within approved signature authority and guidelines including high dollar value and/or highly complex purchases.
Manages the public solicitation and quotation processes per applicable laws, regulations, and best business practices.
Oversees training to personnel throughout the university community to provide direction as it relates to procurement policies and procedures, including the use of the State of Georgia P-card.
Ensures all federal, state, local, and departmental reports are prepared, maintained, and submitted per applicable authorities.
Ensures all required goods, services and equipment required by departments are obtained in the most cost effective and timely manner.
Reviews requisitions and authorizes procurement contracts, purchase orders, and other procurement related documents.
Manages and conducts vendor performance evaluation processes.
Reviews university contracts and oversees yearly contract renewals and amendments.
Manages the asset management process for all tangible property to include tagging and surplussing all tangible property per state, BOR, university and other applicable procurement laws, regulations policies and procedures.
Promotes and maintains the good name of the university while conducting business in an ethical and professional manner to ensure avoidance of any conflict of interest.


Enhances customer service to university internal and external stakeholders (30%)
Updates the university with state procurement policies and procedures to ensure compliance with statutes and best business practices.
Develops and provides training to departments on procurement statutes, processes, policies and procedures.
Answers questions and provides information to faculty, staff, public, and state officials; investigates complaints and recommends corrective action as necessary for the resolution of complaints.
Serves as small business liaison by partnering with Department of Administrative Services (DOAS) for communication at the agency level and representing small businesses such as minorities, woman and veteran owned suppliers, and collaborate on future outreach programs.


Supervises Procurement staff (20%)
Responsible for all personnel decisions in Procurement Services, including employment and training of staff and assigning workload to ensure expedient provision of services.
Manages, supervise and train procurement employees. Carries out supervisory responsibilities in accordance with the university's policies and applicable law.


Performs other duties as needed (10%)
Ensures procurement webpage is updated with current/updated information and consolidated where needed.
Evaluates, makes recommendations and develops university-wide procurement policies and procedures for the implementation of standards that represent best procurement practices while conforming to state statutes, regulations and laws governing public institutions and state agencies.
Facilitates the settlement of procurement disputes and assist with the interpretation of procurement related legal regulatory issues.
Manages year-end processes and procedures to ensure procurement relevant documents are appropriately closed and finalized.
Implements new ideas for procurement and expense reimbursement enhancements.

Required Qualifications

Bachelor's degree.
A minimum of three years of procurement experience or a combination of education and experience.
Prior training and experience in managing a large-scale purchasing environment.
Purchasing certification (national or state).
Strong Technical/Information Systems Aptitude.

Preferred Qualifications

Experience with State of Georgia procurement policies and procedures
Procurement in a higher education setting
PeopleSoft Financials experience

Knowledge, Skills, & Abilities

Knowledge of departmental accounting and budgeting principles.
Knowledge of legal environment that applies to government business operations.
Knowledge of computers and software.
Knowledge of specification writing techniques.
Knowledge of state purchasing regulations and guidelines.
Effective organizational and time management skills.
Strong verbal and written communication skills, analytical abilities, and attention to detail.
Ability to exercise independent judgment, identify and resolve problems.
Ability to provide courteous customer service in a dynamic and diverse environment.
Ability to plan and prepare budgets, track financial performance.
Ability to manage complex contracts.
