JOB SUMMARY

The CGA Services (CGAS) Operator/Captain level is the top-level non-exempt position for CGAS. The incumbent must hold at least a 100-ton Captain’s license or higher and has acquired the knowledge and skills to effectively perform all tasks assigned listed under “responsibilities.” This position possesses significant experience with oil spill response equipment, operations in the marine environment under a variety of weather and visibility conditions, advanced training and significant experience in oil spill response operations, drills, and exercises. Operators should have the ability to supervise operations of significant scope and/or complexity. Operators also demonstrate excellent administrative and management skills, the ability to complete all PM maintenance procedures, and the ability to assume increased responsibility in the management of day-to-day activities as well as during spill response operations.

QUALIFICATIONS

  • Requires high school diploma or equivalent.
  • Valid driver's license and clean driving record.
  • Minimum of 5 – 8 years related experience, with at least 3 years demonstrating supervisory skills with peers and contractors.
  • Experience responding to emergencies, seamanship (deck seamanship and boat handling), warehouse management (purchasing, shipping and receiving, inventory control), and general computer skills.
  • Merchant Mariners Credential (MMC) 100-ton Captain’s license required.
  • Valid TWIC card.

DUTIES AND RESPONSIBILITIES

  • Operations: Serve as a field level supervisor for the deployment, operation and recovery of all Clean Gulf oil spill response equipment, including complete restoration of all equipment and systems to a ready response state; possess the skills and expertise to fill the duties of a Supervisor in steady-state and during spill response operations.
  • The CGAS Operator/Captain will be a key factor in efficiently operating and maintaining CGA equipment. The incumbent must be able to respond on a 24 hours/day, 365 days/year basis.
  • Operate all Clean Gulf equipment, including CGA’s COI vessels requiring a 100-ton Captain’s license.
  • Be proficient in the reading and utilization of technical, operational and repair manuals and recognizing equipment malfunctions requiring specialist level repair assistance. Responsible for general maintenance, repair, rebuilding and improvement of CGA equipment.
  • The incumbent must be able to respond to BSEE and USCG inspections and unannounced drills.
  • Prepare written reports of activities, including training, equipment operations and response assignments. Maintain current inventory stocks.
  • Generate field tickets for CGA members during and after a spill or drill.
  • Responsible for preparation of ARP’s (Approved Request for Payment) for vendor and contractor billing.
  • Logistics: Possess a comprehensive understanding of Clean Gulf’s engineering, logistics, and maintenance standards.
  • Manage support services functions during spill response operations.
  • Maintenance: Responsible for preventative and general maintenance on CGA equipment.
  • Preparation of vessels and barges for regulatory inspections.
  • Execution of Clean Gulf’s Planned Maintenance Programs.
  • Oversee contractors performing high level corrective maintenance on Clean Gulf equipment.

SHIFT AND SITE INFORMATION

The standard work schedule for a Captain/Master Responder is Monday-Friday, 0700-1530. As an emergency responder this position will be required to be on-call and readily available for deployment 24/7 as needed.

The Captain/Master Responder will be working an office environment, shipyard, onboard vessels, dockside and offshore. Additionally, the Captain/Master Responder will be subjected to extreme weather and sea conditions.

While performing the duties of this job, the employee is frequently required to stand; walk; sit; use hands to finger, handle, or feel objects, tools or controls; reach with hands and arms; climb stairs; balance; stoop, kneel, crouch or crawl; talk or hear; taste or smell. The employee must occasionally lift and/or move up to 30 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
