Clean Power Alliance (CPA) is Southern California’s locally operated not-for-profit default electricity provider for 35 communities within Los Angeles and Ventura counties and the 4th largest electricity provider in the State of California. We provide clean renewable energy at competitive rates to over three million residents and businesses through approximately one million customer accounts.

What You’ll Do

CPA is seeking a detail-oriented Human Resources (HR) professional to join our growing team as our Associate, People & Culture. The Associate, People & Culture will assist with administrative functions of the People & Culture (P&C) department including documenting processes and best practices, maintaining and auditing employment files, policies and forms, and creating regular reports on P&C metrics and processes. The Associate, People & Culture will also provide general HR support including assisting with recruiting, onboarding, wellness and recognition processes, and assisting with benefits and leave administration.

Who You’ll Work With

The People & Culture Associate reports to the Director, People & Culture. You will work closely with our People & Culture Manager to ensure CPA staff are supported and the department is efficient and compliant.

Duties and Responsibilities

Administrative:

  • Lead administrative functions of P&C such as auditing, maintaining and organizing personnel records, updating internal databases, assisting with conducting pre-screenings and background checks, and filling out employee benefits paperwork.
  • Ensure the legal requirements applicable to the maintenance and retention of employment-related public records, policies, or forms are upheld.
  • Collaborate with Data and Systems team to develop and maintain HR dashboard keeping track of the department’s KPIs.
  • Create regular reports on P&C metrics and processes (engagement, wellness, DEI, professional development, performance reviews).
  • Maintain and organize employee personnel files.

Payroll and Benefits:

  • Assist P&C Manager with annual open enrollment season and benefits administration
  • Manage payroll preparation in tandem with P&C Manager

Recruitment and Onboarding:

  • Lead, develop, and implement internship and fellowship program for organization, including intake meetings with hiring managers, creating and posting intern job descriptions, selecting from resumes, screening before presenting candidates to different groups, and building connections with various college and university departments.
  • Assist with talent acquisition, which may include updating advertisements for open positions, updating job descriptions, and setting interview appointments.
  • Manage and enhance portions of the new hire onboarding experience.

Employee Engagement and Retention:

  • Lead the organization’s Lunch and Learn series. Develops, schedules, and facilitates annual internal speaker series, working with speakers to create an engaging series of talks.
  • Lead and enhance company’s wellness challenges and wellness benefits to promote and foster an inclusive culture.

Processes and Documentation:

  • Create comprehensive documentation of all P&C processes, develops and maintains Standard Operating Procedures for P&C, and creates user guides for staff members to broaden understanding.

Employee Relations:

  • Establish and maintain excellent working relationships with internal and external stakeholders.
  • Respond to employee inquiries and resolve issues effectively and efficiently through coordination with related parties.

Record Keeping and Training:

Maintain accurate and current employee records, including HRIS data entry and updates, while ensuring data integrity and confidentiality.

Track and monitor state-required training completion and following up with employees as needed.

Manage and maintain company’s LinkedIn Learning account, user management, and management bootcamp.

Lead and enhance Safety/WVPP/IIPP programs and training.

General:

  • Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Maintain compliance with federal, state, and local employment laws and regulations, and recommended best practices; updates files, policies, and practices to maintain compliance.
  • Perform other duties as assigned.

Qualifications

  • Candidates must have a bachelor’s degree and at least 2 years of human resource experience.
  • Experience maintaining human resource information systems, employee files, and/or documenting HR processes. 
  • Experience running an internship program or fellowship program preferred.
  • Proficiency in HR softwares (Workable, Paychex Flex, LinkedIn Learning) a plus.

Work Location 

This position is a Hybrid role and requires attendance in our downtown Los Angeles office 2- 3 days per week on days determined by CPA, with work location on the remaining days either in office or remote. This includes a transportation allowance. This role also requires in-person attendance at organization or team-wide events 3 times per year for 3-5 days per event. Full-time staff are required to work during CPA’s office hours Monday-Friday 8:30am-5:30pm PST.   

The salary range for this position is $87,983.44-$126,697.79, with exact compensation to be determined by Clean Power Alliance, dependent on experience. Benefits include health care, a 401(k)-like match program, paid vacation, and sick leave. This is not a civil service position; however, all CPA employees are required to submit a Statement of Economic Interests form, also known as the Form 700.
