The Regulatory Affairs Department is seeking an Environmental Services Supervisor. This position plans, organizes, and assists the Compliance Operations Manager with the implementation of the Environmental Services programs and provides routine oversight of the Environmental Services staff at Clean Water Services (CWS). Principle program elements include implementation of the federal and local industrial pretreatment programs and requirements, pollution prevention, industrial and commercial stormwater program requirements, pollution complaint response, illicit discharge investigations, and technical support to internal and external programs. Collaborates with the CWS safety team to implement initiatives designed to provide and further enhance a safe environment for staff.(The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. CWS may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)

  1. Assists the Compliance Operations Manager with the development and implementation of the industrial pretreatment program, industrial and commercial stormwater program, and related programs. Ensures regulatory documents, including the pretreatment implementation manual, enforcement response plans, discharge permits, monitoring reports, and document management for all programs meet regulatory requirements. Assists with review of permits, templates, and compilation of materials related to compliance/enforcement processes. Ensures compliance with specific applicable CWS safety policies, practices, and procedures. 
  2. Leads the implementation and maintenance of regulatory industrial pretreatment and industrial stormwater permitting programs and directs staff activities to ensure equitable implementation of applicable regulations and enforcement of discharges to the public sanitary and stormwater systems. Supports the review and communication of federal, state, and local regulations to ensure compliance. Assists with planning and directing the implementation of investigations of illicit discharges to the sanitary and stormwater collection systems to ensure public and staff safety, protection of CWS’ and co-implementers’ infrastructure, and effective operations of water resource recovery facilities.      
  3. Provides direction and support to staff ensuring appropriate implementation of applicable regulatory authorities as defined in CWS’ Nondomestic Waste Discharge Ordinance to maintain compliance with federal and state rules and regulations. Assists with providing oversight of the development and maintenance of performance metrics, reports, and dashboards. Interacts with internal workgroups and facilitates communication to implement regulatory actions, including developing and assessing local limits, drafting permit-required reports, and implementing CWS’ regulatory plans. 
  4. Reviews applicable permits and regulatory documents drafted by staff. Participates in professional organizations to ensure programs are prepared for emerging regulations, remain consistent with current regulatory requirements, and include practices to effectively reduce the impact of pollution on the local environment. 
  5. Assists with prioritizing, planning, and tracking resources needed to accomplish projects. Identifies and proposes recommendations to improve program efficiency and effectiveness; ensures needed tools, equipment, and resources are available to accomplish work.
  6. Supervises the work of technical and professional staff. Oversees employee development and performance including selection and training; preparation of performance appraisals, and development or improvement plans; resolves complaints and grievances; implements disciplinary actions.
  7. Collaborates with CWS staff to facilitate cross-communication and awareness of needs and expectations and implement initiatives designed to provide and further enhance a safe environment.  
  8. Assists in the selection of consultants and contractors; provides project support; oversees work performed; and monitors contract expenditures.
  9. Creates and maintains a positive, engaged, equitable, and inclusive workplace culture within the department, to improve the work groups’ understanding and recognition of diversity in the workplace, and foster multidisciplinary and integrated team approaches.
  10. Drives a CWS or personal vehicle for work-related purposes.
KNOWLEDGE OF:
  • Operations, regulations, pollution response and the activities of a pollution control program
  • Procedures, methods, and techniques used in industrial pretreatment, wastewater treatment, and industrial stormwater management
  • Principles and practices of environmental protection
  • Basic knowledge of biology, chemistry, and wastewater treatment
  • Pertinent federal, state, local laws, codes, regulations, standards, and requirements
  • Principles and practices of project and program management
  • Principles of supervision; teambuilding and coaching techniques and practices 
  • Principles and practices of contract management
SKILL IN:
  • Planning, organizing, and directing projects, reviewing the work of technical personnel
  • Selecting, managing, training, and evaluating staff
  • Project and program management
  • Communicating technical concepts to a wide range of audiences and internal and external stakeholders
  • Interpreting and explaining environmental regulatory policies and procedures
  • Use of computers and computer software for word processing, spreadsheets, databases, and project and program management
ABILITY TO
  • Understand and interpret pertinent policies, procedures, laws, and regulations pertaining to the program area
  • Plan and coordinate assigned staff to achieve program requirements and objectives within established timelines and budget requirements 
  • Establish and maintain effective working relationships with those contacted in the course of work including a variety of CWS staff and other government officials, community groups, and the general public 
  • Operate effectively in a team environment 
  • Communicate effectively, both orally and in writing

EXPERIENCE AND TRAINING GUIDELINES:
The following are the minimum qualifications for this position. 

3 years of experience as a project leader, team leader, or supervisor;

3 years of experience implementing, maintaining, or leading industrial pretreatment and environmental services programs; 

College-level coursework in chemistry, biology, health sciences, environmental engineering, environmental science, or related fields.
