The Water & Engineering Technology department is seeking a Research & Innovation Division Manager - Treatment. This position manages and coordinates the programs and activities related to process engineering, treatment research projects, and optimization evaluation projects for Water Resource Recovery Facilities (WRRF) within Clean Water Services (CWS).

EXPERIENCE AND TRAINING GUIDELINES:
The following are the minimum qualifications for this position.
5 years of supervisory or managerial experience;
5 years of experience in process design and conducting treatment research for Water Resource Recovery Facility projects;
Bachelor’s degree in wastewater treatment engineering/technology, chemistry, biology, microbiology, environmental science, process engineering, or related field preferred.
CERTIFICATION AND LICENSURE REQUIREMENTS:
Upon selection, candidates must possess current registration as a Professional Engineer in the State of Oregon or be able to obtain registration as a Professional Engineer in the State of Oregon within six months of selection.
Candidates must possess and maintain a valid state issued driver’s license.

- Develops, modifies, and implements priorities, goals, objectives, and policies as they relate to process engineering, treatment modeling and research, and regulatory impacts to treatment and treatment operation.
- Anticipates, identifies, and participates in regulatory decision-making and planning. Evaluates effectiveness of division services and programs and implements improvements and modifications to meet present and upcoming regulatory drivers impacting NPDES permit.
- Manages WRRF research projects and process engineering activities and deliverables based on regulatory, operations, and engineering drivers.
- Develops teams and manages diverse stakeholders across CWS and external agencies to identify, plan, and conduct research regarding current and future permit compliance.
- Provides leadership, direction, and guidance in technical strategies and project management procedures, evaluates, and analyzes issues, recommends and implements solutions.
- Prepares and administers division budget; ensures needed staffing, equipment, and other resources are available for efficient and cost-effective performance.
- Researches, mediates, advises, and resolves technical, sensitive, and/or controversial issues and concerns for internal and external stakeholders.
- Maintains knowledge base to communicate, administer, and ensure compliance with all state and federal programs and regulations.
- Negotiates with contractors, vendors, and consultants regarding the scope and cost of services, administers contracts, and manages work performed under contract.
- Manages the work of technical, professional and/or supervisory staff. Oversees employee development and performance including selection and training; preparation of performance appraisals, and development or improvement plans; resolves complaints and grievances; implements disciplinary actions.
- Creates and maintains a positive, engaged, equitable, and inclusive workplace culture within the department, to improve the work groups’ understanding and recognition of diversity in the workplace, and foster multidisciplinary and integrated team approaches.
