The Regional Utility Services department is seeking a Planning Analyst. This position provides analysis of strategies, processes, procedures, operations, and metrics to support regional planning programs. Identifies process improvements through planning, implementation, maintenance, and evaluation. This position collaborates with managers and stakeholders to track and analyze project and program performance and conducts monitoring and assessment to identify patterns and trends to improve the effectiveness and efficiency of operations.  Acts as a liaison between Clean Water Services (CWS) departments, promotes and supports learning objectives, and builds and maintains collaborative relationships with key partners and stakeholders.

  1. Analyzes plan, project, and program data to evaluate proposed projects for potential opportunities and/or conflict with CWS projects and assets. Assists in identifying trends, risks, and opportunities, and informs decision-making across projects, programs, and initiatives. Supports CWS staff to fully execute agreements, ensures the proper procedure is followed throughout the execution process, and informs staff of any process changes.
  2. Participates in collaborative, cross-functional teams and acts as a liaison between project subject matter experts, CWS staff, and stakeholders to facilitate communication, gather insights, and resolve issues. Builds and maintains business relationships with key partners, sponsors, and stakeholders with a focus on CWS needs.
  3. Manages the collection and coordination of relevant data to support division, department, and agency goals related to planning, project evaluation, prioritization, and partner engagement.
  4. Assists with coordination and tracking related to plans and projects including working across disciplines to ensure relevant workgroups receive updates as needed to further CWS goals for internal and external collaboration on various project and planning opportunities.
  5. Assists with managing and administering professional services contracts for planning projects including the execution process, invoice process, and aligning scope of work across groups. 
  6. Organizes, facilitates and coordinates activities that promote collaboration, knowledge sharing, and continuous improvement.  
  7. Coordinates and manages activities to assist with organizing and delivering essential business processes needed across programs, including budgeting, road mapping, tracking metrics, analyzing results, and recommending process improvements.
  8. Maintains a positive, equitable, and inclusive workplace culture to improve the understanding and recognition of diversity and foster multidisciplinary and integrated team approaches.
  9. Drives a CWS or personal vehicle for work-related purposes.
KNOWLEDGE OF: 
  • Principles and practices of data analysis in project and program management 
  • Principles and methods to identify, analyze, specify, design, schedule, and manage functional requirements
  • Principles and practices of process improvement methodologies
  • Principles and practices of budget preparation, financial analysis, and administration
  • Team building and facilitation techniques and practices
  • Functions and responsibilities of a public planning agency and/or public utilities
  • Principles, techniques, and knowledge of land use planning and/or infrastructure planning
  • Current trends in land use planning and community design

SKILL IN:  
  • Performing financial and reporting functions
  • Applying project and program management principles and evaluating performance and effectiveness
  • Projecting consequences of proposed actions and implementing recommendations in support of goals  
  • Written and verbal communications promoting positive team outcomes
  • Building and sustaining working partnerships with organizations, staff, volunteers, and the community
  • Use of computers and computer software, spreadsheets, databases, budget, and project management applications 

ABILITY TO: 
  • Effectively coordinate and provide support on projects to completion within scheduled deadlines and allocated budgets 
  • Assist with recommending and developing solutions that resolve problems and improve overall efficiency and effectiveness
  • Prepare and present clear and concise reports, verify information, submit documents and deliverables within assigned timeframe
  • Understand and interpret policies, procedures, laws, and regulations pertaining to the program area 
  • Establish and maintain effective working relationships with those contacted in the course of work including a variety of CWS staff and other government officials, community groups, and the general public
  • Operate effectively in a team environment
  • Communicate effectively, both orally and in writing

EXPERIENCE AND TRAINING GUIDELINES:
The following are the minimum qualifications for this position. 
 
3 years of experience in project or program management, urban planning, business or public administration, supporting the planning, development, and analysis of programs related to one or more of the following areas: 
  • utility services 
  • land-use or transportation planning
  • public works or municipal services 
  • environmental management;  

College-level coursework in environmental sciences, business administration, project management, or a related field.

CERTIFICATION AND LICENSURE REQUIREMENTS:
Candidates must possess and maintain a valid state-issued driver’s license.
