The Natural Systems Enhancement and Stewardship department is seeking a Program Manager 3 - Watershed Planning. This position provides programmatic planning and management for the development of watershed-scale and sub-basin specific strategies and implementation plans to deliver stormwater management, ecological enhancement, and stewardship projects and activities. Actively coordinates and works to initiate and strengthen key partnerships both within Clean Water Services (CWS) and throughout the community in alignment with regulatory needs and CWS strategic objectives. Researches and develops innovative methods for effective, and efficient program implementation for the Natural Systems Enhancement & Stewardship (NSES) department.  (The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. CWS may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)

  1. Identifies, develops, and manages projects, programs, and partnerships to support CWS regulatory requirements and strategic initiatives; builds and strengthens partner relationships. Plans and manages procedures and systems for supporting the technical, financial, and strategic elements of natural system initiatives. 
  2. Develops and implements watershed-scale strategies and management plans to improve stormwater and surface water quality and quantity.  Collaborates with regulatory agencies, community partners, and stakeholders to create shared goals, objectives, and performance metrics.  Conducts assessments to identify priority areas for improvements, designs approaches, and leads initiatives to facilitate priority actions.
  3. Produces and contributes to the development of subbasin strategies, stormwater master plans, and alternative analyses to support effective decision-making and regulatory compliance. Manages and leads programmatic implementation planning of stormwater, natural systems, ecological enhancement, and other capital improvement projects.  Provides expertise for logistical and technical approaches to strategically apply natural systems, green infrastructure, and low-impact development approaches to regional planning efforts. 
  4. Manages the work of technical, professional and/or supervisory staff.  Oversees employee development and performance including selection and training; preparation of performance appraisals, and development or improvement plans; resolves complaints and grievances; implements disciplinary actions.
  5. Participates in preparing, developing, and administering the program budget to ensure needed staffing, equipment, and other resources are available for efficient and cost-effective performance. 
  6. Manages contracts for professional, trade, and technical services and forecasts long-term resource needs for applicable elements of natural systems programs.
  7. Serves as primary liaison between NSES and Regional Utility Services (RUS); plans, organizes, schedules, and facilitates delivery of integrated planning projects with other CWS departments and co-implementers. 
  8. Researches, identifies and recommends policy, strategy, and process advances.
  9. Organizes cooperative projects and funding within CWS, with local, state, and federal agencies, academic institutions, and non-governmental organizations. Develops and implements intergovernmental agreements and other contracts in support of cooperative projects. 
  10. Serves as a technical resource and provides training and guidance in the development and implementation of department activities and programs. Develops curriculum and content for training that supports the learning objectives of staff.
  11. Develops and implements approaches to study and analyze innovative methods, practices and tools for regulatory compliance, stormwater management, ecological enhancement, and nature-based solutions.  Proactively identifies risks and opportunities across multiple projects and initiatives, recommends actions, and supports project and program planning to improve equity, effectiveness, and efficiency.
  12. Develops and coordinates preparation of written and visual content and tools to convey the purpose and results of strategic, departmental, and program objectives; tracks and communicates progress and results of initiatives through data-driven visualizations, training and education programs, videos, and web-based information. 
  13. Creates and maintains a positive, engaged, equitable, and inclusive workplace culture within the department, to improve the work groups’ understanding and recognition of diversity in the workplace, and foster multidisciplinary and integrated team approaches.
  14. Drives a CWS or personal vehicle for work-related purposes.
KNOWLEDGE OF: 

  • Land use planning and permitting practices
  • Principles and practices of watershed management, wetland ecology, or stream corridor management in urban and rural environments
  • Principles and practices of complex program and project management 
  • Theory and principles of environmental protection
  • Principles and practices of environmental or water quality monitoring and interpretation 
  • Principles and practices of budget preparation and control
  • Pertinent federal, state, and local laws, codes, and regulations, including the Federal Clean Water Act requirements and state water quality requirements
  • Principles of supervision; teambuilding and coaching techniques and practices.

SKILL IN: 

  • Planning, project management, monitoring, and budgeting pertaining to water resources management to meet CWS objectives and regulatory requirements 
  • Analyzing problems, identifying alternative solutions, and implementing recommendations in support of goals
  • Coordinating assessment and planning activities with multiple workgroups 
  • Delivering presentations and instructional workshops 
  • Use of computers, software, and equipment for applications, including word processing, spreadsheets, and databases
  • Selecting, supervising, training, and evaluating staff

ABILITY TO

  • Understand and interpret pertinent policies, procedures, laws, and regulations pertaining to the program areas 
  • Establish and maintain effective working partnerships with those contacted in the course of work including a variety of CWS staff and other government officials, community groups, and the general public 
  • Operate effectively in a team environment
  • Communicate effectively, both orally and in writing

EXPERIENCE AND TRAINING GUIDELINES:

The following are the minimum qualifications for this position. 

3 years of supervisory, managerial, or team lead experience;

5 years of experience planning, managing, or implementing in one or more of the following areas:
  • Surface water, stormwater, or watershed restoration
  • Conservation or ecological restoration 
  • Land use or permitting
  • Water resources management; 

College-level coursework in environmental science, engineering, ecology, planning, or a related field. Bachelor’s degree preferred.
