The department of Regulatory Affairs is seeking a Regulatory Affairs Director. This position leads and directs Clean Water Services' (CWS) vision, mission, strategic initiatives, and overall goals, ensuring compliance with the regulatory framework influencing CWS programs and the water quality needs of the Tualatin Basin. This position will work with regulatory agencies to ensure CWS can successfully implement an integrated watershed management program.

- Provides guidance to the General Counsel and Chief Compliance Officer (CCO) and Chief Executive Officer (CEO) regarding regulatory compliance and planning for the basin's water quality needs. Provides recommendations for watershed management and executive-level decision-making.
- Oversees the compliance and operations of the Laboratory Services program, ensuring adequate staffing and resources needed to meet permit requirements and provide operations and research project support for CWS. Guides the development of new analytical methods needed to ensure future compliance.
- Oversees the operations of the Environmental Services program, including implementation and compliance with federal pretreatment, complaint response, industrial/commercial, pollution control, pollution prevention, and cost recovery programs.
- Develops innovative watershed-based regulatory frameworks (such as watershed-based NPDES permitting, water quality credit trading, and ecosystem services marketplaces) across CWS to drive adoption, establish desired outcomes, and ensure compliance requirements are met.
- Ensures compliance with permits, works with managers and teams to implement local permit programs, responds to regulatory agencies to ensure resolution of compliance issues, and makes decisions on enforcement actions for the industrial pretreatment program.
- Partners with leadership across CWS to address compliance challenges, align facility and organizational capabilities, and contribute to enhancing operational effectiveness and compliance with evolving regulatory requirements. Leverages extensive knowledge of wastewater and stormwater treatment processes, regulatory requirements, and organizational capabilities to implement frameworks and achieve defined outcomes.
- Mediates and resolves technical, sensitive, and/or controversial issues and concerns for internal programs and external customers; integrates department programs with partners and stakeholders; represents the department to elected officials, outside agencies, the community, and media.
- Builds, manages, and maintains effective relationships with regulatory agencies, environmental organizations, and industry groups and personnel to advocate at local, state, and national levels. Implements CWS compliance strategies and integrated watershed management approach and collaborates on standards and initiatives. Creates opportunities for an integrated watershed management approach within regulatory compliance.
- Tracks and manages legislative and regulatory policy initiatives and trends at the federal, state, and local levels. Interacts with regulatory agencies to anticipate and influence pending regulatory actions to facilitate effective implementation of the integrated plan. Assesses CWS compliance capabilities and proactively develops strategies to align with or influence regulatory standards.
- Negotiates and administers contracts for studies, services, purchases, and/or permits.
- Oversees and directs the work of supervisory or managerial staff, employee development and performance, including selection and training; preparation of performance appraisals and development or improvement plans; resolves complaints and grievances; implements disciplinary actions.

EXPERIENCE AND TRAINING GUIDELINES:
The following are the minimum qualifications for this position.
5 years of supervisory or managerial experience;
5 years of experience in the planning and management of natural resources, watershed, or natural systems;
5 years of experience working in a regulatory environment including water quality policy development or implementation;
Bachelor's degree in environmental sciences, biology/chemistry, environmental engineering, environmental law, natural resources, energy law, or related fields. 5 years of supervisory or managerial experience;
5 years of experience in the planning and management of natural resources, watershed, or natural systems;
5 years of experience working in a regulatory environment including water quality policy development or implementation;
