What are the responsibilities and job description for the Accountant – Activity Funds position at Clear Creek ISD?
Oversee the daily operations of the activity funds at all campuses and organizations; develop and maintain district activity fund accounting procedures and guidelines based on district policy as well as state, federal, and other laws and regulations. Actively engage in actions that contribute to the overall mission and strategic plan of Clear Creek ISD.
Qualifications
Education/Certification/Licensure
Bachelor’s degree in accounting, finance, or related field from an accredited college or university
Special Knowledge/Skills
Effective communication and interpersonal skills
Knowledge of school finance, budgeting, accounting systems, and economics
Knowledge of the TEA FASRG
Working knowledge of financial applications and accounting
Ability to use personal computer and software to develop spreadsheets, perform data analysis, and do word processing
Ability to interpret policy, procedures, and data
Interpretive and reasoning skills
Knowledge of or ability to learn PowerSchool, eFinance Plus, or other school district accounting software
Experience
3 years successful experience in accounting or auditing preferred
School district accounting experience preferred
Major Responsibilities and Duties
- Oversee the daily operations of the activity funds at all campuses and organizations
- Prepare and maintain the Activity Fund Procedures Manual.
- Ensure that centralized printing of activity fund checks is performed twice per week in accordance with guidelines stated in the Activity Fund Procedures Manual.
- Establish and maintain the account coding structure to be used by each campus and organization for their activity funds and verify/check that the proper codes are being used.
- Plan, coordinate, and implement training for all district employees responsible for controlling and managing activity fund assets.
- Monitor and maintain files regarding the accumulation of excessive balances in activity funds in accordance with district policy.
- Reconcile quarterly activity fund available balances to actual cash and investment balances on hand and reconcile sales tax liability accounts.
- Assist and support district staff members with questions, concerns, and issues relating to activity funds relating to their organization.
- Prepare and coordinate the monthly armored car pick-up schedule.
- Prepare monthly report of all donations received by the district for approval by the Board.
- Evaluate job performance of the accounting assistant to ensure effectiveness.
- Coordinate both fiscal and calendar year-end procedures with accounts payable as it relates to the activity funds and proprietary funds.
- Prepare journal entries as necessary.
- Communicate with budget managers as necessary.
- Prepare necessary audit schedules for the annual financial statement audit.
- Assist with the annual close of the general ledger.
