What are the responsibilities and job description for the Assistant Director – Treasury Management position at Clear Creek ISD?
Supervise all treasury management activities of the district, including monitoring and maintaining cash balances; contacting brokers and investigating possible investment instruments for surplus and available funds and present for authorization. Supervise and manage the accounts payable activities of the district. Actively engage in actions that contribute to the overall mission and strategic plan of Clear Creek ISD.
Qualifications
Education/Certification/Licensure
Bachelor’s degree in accounting from an accredited college or university
Obtain and maintain investment officer training and certification
Special Knowledge/Skills
Effective communication and interpersonal skills
Knowledge of school finance, budgeting, accounting systems, and economics
Knowledge of the TEA FASRG
Working knowledge of financial applications
Ability to use personal computer and software to develop spreadsheets, perform data analysis, and do word processing
Ability to interpret policy, procedures, and data
Interpretive and reasoning skills
Experience
Minimum of 5 successful years of experience in accounting or auditing
School district accounting experience preferred
Major Responsibilities and Duties
- Monitor and maintain cash balances in checking and investment accounts, including the transfer of funds as necessary.
- Monitor and maintain securities pledged by the depository to ensure that the district is not under collateralized.
- Contact brokers and investigate possible investment instruments for surplus and available funds that meet district policy and the Texas Public Funds Investment Act and present for authorization.
- Review monthly and quarterly investment reports prepared by investment advisor and record investment earnings. Present quarterly investment reports as needed.
- Maintain files on all investments purchased by the district.
- Serve as an investment officer and invest district funds, with prior authorization, in instruments that comply with the Texas Public Funds Investment Act and district policy.
- Develop and prepare cash flow analysis and projections to aid in determining cash available for investment and payment of bills.
- Assure timely payment of all district bonded debt and record transactions.
- Prepare and complete monthly bank reconciliations within 45 days of month end and make appropriate adjustments to the general ledger.
- Submit adjusted bank reconciliations for approval.
- Supervise and manage the accounts payable activities of the district.
- Coordinate both fiscal and calendar year-end procedures related to cash, investments and accounts payable.
- Prepare journal entries as necessary.
- Communicate with budget managers as necessary.
- Prepare necessary audit schedules for the annual financial statement audit.
- Assist with the annual close of the general ledger.
