What are the responsibilities and job description for the Purchasing - Junior Buyer position at Clear Creek ISD?
Primary Purpose
- Be responsible for the purchase of goods, inventories, supplies, services, and equipment through the approved procedures of reviewing purchases requested, maintaining contract management, and preparing requests for bids, quotes, and proposals.
Qualifications
Education/Certification
- Associates degree from an accredited college or university (or)
- Satisfactory completion of 30 credits & 1-year experience
Special Knowledge/Skills
- Excellent communication, public relations, organizational and interpersonal skills
- Proficient in computer software to create and maintain word processing, database, and spread sheet files
Experience
- Minimum 1 year experience in government related purchasing environment
Major Responsibilities and Duties
- Review and approve all requisitions entered for compliance with district, state, and federal laws and guidelines.
- Review all requisitions entered for compliance with proper budget coding as required by the Financial Accountability System Resource Guide (FASRG).
- Print and distribute purchase orders to vendors and district staff.
- Process all purchase order change orders.
- Plan and perform training for all district purchasing users.
- Respond to purchasing inquiries from vendors or district employees of all levels and investigate questions as necessary.
- Maintain a positive relationship with vendors and district employees.
- Cross-train with other purchasing positions and provide assistance when needed.
- Purchase goods, inventories, supplies, services, and equipment.
- Assist district personnel in developing specifications, timelines and contract terms for requests for bids, quotes, and proposals.
- Assists in identifying sources of supply and inspection of samples.
- Review purchase requests and, utilizing approved procedures, assist in the preparation of requests for quotes, bids, and proposals.
- Obtain quotations in accordance with district procedures.
- Expedite outstanding purchases by contacting vendors and analyzing, and recommending, appropriate district action to supplier problems related to delivery or any other parts of the purchase agreement.
- Maintain effective working relationships with vendors and district employees.
- Work with various departments to improve and/or develop buying procedures and contracts.
