Started in 2014 by entrepreneur Jay Faison, ClearPath engages in the direct education of policymakers within the White House, Congress, Executive Agencies like the Environmental Protection Agency and the Department of the Interior, and regulators.

Job Summary

The Policy Advisor will join ClearPath's policy team, a group responsible for crafting organizational positions and recommendations across a diverse set of clean energy technologies that can significantly reduce carbon emissions on a global scale. This team member will help develop and expand ClearPath's Power, Infrastructure & Minerals Portfolio, which includes various cross-cutting policy areas. The position focuses on federal policies to accelerate deployment and promote it to key audiences in government and industry. This work includes representing the portfolio at related trade associations and industry convenings.

This position will play an execution role in ClearPath's existing policy areas related to permitting and transmission / electricity market strategy. The position will also be responsible for developing new policies related to critical mineral supply chains, markets, and innovative technologies for mineral extraction, transformation, and recovery in the United States. The position will also collaborate with ClearPath's International program on areas related to critical minerals.

This position will report directly to ClearPath's Power, Infrastructure & Minerals Senior Program Director.

Job Description

Research & Advising

  • Execute policy research and analysis activities to identify the needs of permitting, conservative Governors, and critical minerals, including the development of legislative and administrative approaches to address them;
  • Make recommendations on how to improve federal critical minerals programs, including R&D programs, and regulatory policies;
  • Produce research insights and written products with a focus on ongoing critical minerals and all permitting legislative, regulatory, and innovation activities;
  • Conduct market or techno-economic analyses of emerging technologies and companies;
  • Track relevant federal and state research and development programs within the relevant departments and agencies;
  • Able to independently execute goals and drive toward achievement. Able to make recommendations for new goals or programs with the help of the entire team; and
  • Publish external "thought leadership" pieces (i.e. blogs, white papers, journal articles).
  • Strategic Thinking & Execution

  • Follows and implements existing strategy independently, uses research and networks to guide work product, and creates new structures to implement things if needed.
  • Begins to be called upon as the critical minerals subject matter expert who can make recommendations and work skillfully alongside all the Policy and Government Relations functions.
  • Have subject matter knowledge of and assist in executing existing permitting strategy.
  • Takes independent initiative on strategies and projects. Seeks out opportunities where they can add additional value and is proactively looking for ways to improve.
  • Exhibit critical thinking and problem-solving skills; s / he will have a proven ability to grasp "big picture" concepts and granular complexities.
  • Networking & Relationship Building

  • Engage and collaborate with stakeholders on policy and technology issues, e.g. the Department of Energy, the Department of the Interior, relevant Congressional Committees, and industry groups connected with the critical minerals strategy.
  • Communicate complex ideas, simply, and convincingly, internally and externally, to both technical and non-technical audiences.
  • Cultivate collaborative relationships with key stakeholders; s / he will represent ClearParth in a credible manner and with ease.

  • Qualifications

  • A BA or BS degree in related fields required (such as environmental or energy policy). Masters, JD, PhD, or other advanced degrees in science, law, or related fields are preferred.
  • 3 - 5 years of experience in a highly related field - clean energy industry, infrastructure, economics, finance, law, and / or policy experience
  • Excellent analytical and communication skills (verbal and written)
  • Comfort with technology and ability to quickly learn new systems
  • A professional and personal commitment to ClearPath's mission and values
  • Preferred Qualifications

  • Education in or professional knowledge of energy markets and / or domestic energy policy, supply chain, infrastructure, and technology policy.
  • Prior experience in federal permitting, public lands, heavy industry, or fossil energy-related technologies and / or policy (research, energy project development, government affairs, regulatory analysis, etc.)
  • Familiarity with stakeholders in the permitting, infrastructure, mining / critical minerals, public lands, and supply chain industries.
