The Clemson Child Development Center (CCDC) is a non-profit ABC Quality Early Learning Center dedicated to the highest standards in early childhood care and education. Our focus is on the first five years of life, a vital window of opportunity in brain development. We are licensed by the SC Department of Social Services (DSS), accredited by the SC ABC Quality Rating and Improvement System (ABC QRIS) for childcare and early education, and comply fully with SC Department of Health and Environmental Control (DHEC) regulations and the requirements of the Children and Adult Care Food Program (CACFP).
CCDC is seeking a highly organized, detail-oriented, responsible, and compassionate individual for our Program Quality Manager position. This professional will serve as Center Director Designee, the on-site staff person who assumes the responsibilities of Director for limited periods of time when neither the Executive Director nor Director of Programs is on-site. This individual will take an instructive, supportive role with all teaching faculty to ensure CCDC staff employ the best practices in early childhood care and education and comply with the regulations, guidelines, and standards of DHEC, DSS, and ABC Quality. In addition, this person will train, mentor, and coach teaching staff to implement SCPITC, Creative Curriculum, Conscious Discipline and Handwriting Without Tears curriculum methods. This individual will also collaborate with the Director of Programs and Finance Manager to maintain a high standard of employment and enrollment practices, reporting, and records management.
Duties
Responsibilities
The Program Quality Manager will provide training, coaching, and support to teaching staff at all age levels to promote and implement evidence-based practices in the field of early care and education while ensuring compliance with the guidelines and regulations of DSS and DHEC. This position will also administer the Quality Standards for early learning environments based on ABC Quality Structural Quality and Process Quality standards in conjunction with maintaining learning environment materials according to the ABC Materials Guide for Infant and Toddler and Preschool classrooms. Specific job functions include but are not limited to the following:
Supervision and Mentoring of Classroom Personnel
Open CCDC daily at 7:00am and supervise operations, staff, and children until a Director arrives.
Maintain DSS and ABC ratios in each classroom throughout the school day by coordinating placement of available members of CCDC staff.
Maintain a mobile/active role and presence in all classrooms and outdoor environments
Maintain positive and productive communication with all students, parents, staff members, and CCDC Board of Directors
Substitute in classrooms and provide breaks for teachers when necessary
Promote CCDC compliance in South Carolina's ABC Quality Assessment Tools and Environment by interpreting ABC Standards, observing classroom teachers, and making recommendations for improvement.
Assist Director of Programs with the development, implementation, and monitoring of quality improvement plans for teaching staff members correlating those plans with professional development goals and objectives for individual teachers
Conduct ongoing mentoring and coaching to education staff in all classrooms.
Assist teachers in creating and implementing developmentally appropriate activities, creative curriculum, Conscious Discipline, positive behavior management strategies, and social and emotional support of children from culturally appropriate perspectives.
Work collaboratively and build connections among all members of the CCDC School Family.
Assist teachers in creating
Collect DSS forms, ABC forms, Employee Handbook signature page and other documents from new and established employees.
Create iCare profile for each new employee and train them how to clock-in and clock-out via iCare app on personal phone or on CCDC admin iPad.
Assist Program Director with Employee Onboarding and review Program Polices and Procedures pertaining to each employee position (see Employee Orientation Checklist)
Record employee hours via iCare time clock check-in and check-out and report to Finance Manager.
File employment documents and maintain employee records with the Program Director and Finance Manager to DSS and ABC standards.
Assist Finance Manager as needed to maintain employee forms related to Human Resources and Payroll standards.
Carry out daily and emergency procedures in Employee and Parent Handbooks and teach such procedures to staff.
Ensure CCDC compliance with all DSS/DHEC regulations/requirements and teach other staff how to comply with all DSS/DHEC regulations/requirements.
Ensure CCDC compliance with ABC Quality A rating standards for facility, materials, and teaching standards.
Commit to training in Conscious Discipline and teach and model Conscious Discipline to other teachers and staff.
Commit to training in SCPITC and teach and model SCPITC to other teachers
Commit to training in Creative Curriculum and Handwriting Without Tears Curriculum and teach and model to other teachers
Collaborate with Executive Director/Director of Programs to lead CCDC staff in their professional development to further their standing on the SC Endeavors Career Ladder
Student Attendance Recordkeeping
Maintain weekly classroom attendance records as required for DSS compliance and DSS scholarship recordkeeping.
Create and submit weekly 4K attendance reports for SC First Steps as required to receive First Steps scholarship payments.
Create and maintain daily roster of students in attendance who are private pay or who qualify for free or reduced meals.
Assist Nutrition Staff and Teachers in maintaining meal service records in iCare and edit/amend them as needed prior to monthly reporting for CACFP.
Prepare monthly attendance report for Finance Manager to submit to CACFP as required for food program reimbursement.
Additional Responsibilities:
Must complete DSS and ABC mandatory training.
Must attend and participate in school-wide Conscious Discipline mandatory training events.
Must attend and participate in SCPITC, Creative Curriculum, and Handwriting Without Tears mandatory training events.
Must participate in scheduled staff meetings and required training or CCDC workdays.
Coordinate Program Special Events with Program Director and Executive Director
Coordinate Parent Workshops and Special Events with Program Director and Executive Director
Other duties as assigned by the Director of Programs, Executive Director, Finance Manager, or CCDC Board of Directors.

Requirements
Preferred bachelor’s degree in early childhood education or related field
Minimum of 2 years’ experience in early childhood care and education; non-profit experience preferred
Experience providing technical assistance or serving in a supervisory position in an Early Care and Education setting
Previous experience in a licensed DSS/ABC Quality childcare center preferred
Experience in teaching and mentoring educators
Ability to quickly learn CCDC enrollment, record-keeping, and reporting practices
Proficiency in computer skills and developing technology, preferably familiar with iCare software
Strong problem solving, leadership, and organizational skills
Excellent interpersonal and communication skills
Calm demeanor and ability to adapt quickly in an active and highly fluid position
Detail-oriented and organized with a high level of integrity
Ability to demonstrate and promote inclusivity and cross-cultural competence.
Knowledge of SC's Child Care licensing requirements.
