The State retains the option to extend the work order in increments determined by the State.

Note: Work environment timeline needs will vary by project and position. The work is expected to be done remotely, or if on-site work is needed, it will be performed at 540 Cedar Street, Saint Paul, MN.

Mode of Interview

  • The State will conduct interviews for this solicitation. Interviews will be conducted via MS Teams. The State expects, at a minimum, a company executive along with the person responsible for overseeing the resources placed under this contract, must attend the interview. The State reserves the right to remove a responder from consideration if the responder is unavailable for interview as requested by the State.

Description of Project

  • The Minnesota Department of Human Services (DHS) is seeking vendors to provide Project Management Office resources to bring high visibility complex projects to successful completion, to enable Operational and System Modernization technical solutions to be deployed and fully operational. Working in a team environment with other Program Managers, Project Managers, Scrum Masters, Business Analysts, Developers, Quality Assurance Analysts, Business and System Architects, and subject matter experts (business and MNIT), the team will be given a set of tasks to complete as each product progresses towards production launch.
  • MNIT DHS/MNsure is seeking vendors who have the capacity to provide Program and Project Managers, and Scrum Master consultants who satisfy the skills requirements listed in the Buyer Attachment.
  • The need for resources is expected to vary throughout the contract. The vendors will need to be able to quickly increase the number of resources when required and be willing to reduce the number of resources based on MNIT DHS/MNsure's needs. Additionally, MNIT DHS/MNsure is looking to collaborate with the selected vendors in the management of those resources and outreach to stakeholders regarding project milestones. Vendor will need to identify a main contact who will oversee the resources placed.
  • Vendors must be able to provide resources that meet the qualifications listed in the Buyer Attachment. Individual resources being provided will be memorialized using a Work Request document that will define the resource being provided, the qualifications, and the sample tasks. Each Work Request document will be signed by the vendor and the state, a sample of which is included in the Buyer Attachment section.

Resource Need

  • This request is for multiple vendors to provide a flexible staffing model to meet the ongoing needs detailed above. The selected vendors must be able to source all of the resource types listed in the event. The anticipated need for each resource type is unknown at this time. The resource types being requested under the solicitation are:
    • Project Manager
    • Project Manager Senior
    • Scrum Master / Agile Coach
    • Program Manager

Project Manager

  • Sample Tasks
    • Provide leadership and strategic vision for assigned projects.
    • Provide clear and attainable project plans and work tasks.
    • Create and manage project constraints of scope, time, cost, and risk.
    • Develop and foster effective communications among all stakeholders.
    • Conduct feasibility reviews of potential new services and contributing partners.
    • Manage project changes, as required.
    • Ensure business objectives are met.
  • Sample Skills/Requirements
    • Three (3) years of Project Management experience.
    • One (1) year of experience using remote collaboration tools such as: Microsoft Teams, Skype, SharePoint, etc.
    • Project Management certification, such as: PMP, CAPM, and PMI-ACP.
    • Experience leading multiple projects concurrently.
    • Experience with all aspects of the Project Management Office (PMO) lifecycle, Software Development Life Cycle (SDLC), Product Management Lifecycle (PML).
    • Experience with different project methodologies, such as Waterfall, Agile, etc.
    • Strong organizational and communication skills across IT and business areas.
    • Ability to effectively facilitate, lead, and communicate across the organization (IT and business) and within teams.
    • Some positions may need to be local. There may be times where being in the Minnesota office is required.

Project Manager Senior

  • Sample Tasks
    • Provide day-to-day leadership and strategic vision for large, complex, integrated projects/programs.
    • Provide clear and attainable project plans and work tasks across multiple projects.
    • Create and manage project constraints of scope, time, cost, and risk across multiple projects.
    • Develop and foster effective communications among all stakeholders across multiple projects.
    • Conduct feasibility reviews of potential new services and contributing partners.
    • Manage project changes, as required.
    • Ensure business objectives are met.
  • Sample Skills/Requirements
    • Five (5) years of Project Management experience.
    • One (1) year of experience using remote collaboration tools such as: Microsoft Teams, Skype, SharePoint, etc.
    • Four (4) years of direct experience as a senior/lead manager in multiple project areas.
    • Project Management certification, such as: PMP, CAPM, or PMI-ACP.
    • Experience with all aspects of the Project Management Office (PMO) lifecycle, Software Development Life Cycle (SDLC), Product Management Lifecycle (PML).
    • Experience with different project methodologies, such as Waterfall, Agile, etc.
    • Strong organizational and communication skills. Must have experience with conflict management.
    • Must have working knowledge of risk management and change management process.
    • Ability to effectively facilitate, lead, and communicate across the organization (IT and business), with teams and senior management.
    • Some positions may need to be local. There may be times where being in the Minnesota office is required.

Scrum Master/Agile Coach

  • Sample Tasks
    • Provide servant leadership, coaching, and support for product team members.
    • Partner with product manager/owner in establishing product roadmap and sprint schedules.
    • Provide key primary metrics to guide and enhance team efficiency.
    • Form interference shield for team to ensure proper focus on delivering value.
    • Provide day-to-day support of core product development activities (planning, estimations, backlog grooming, execution, daily scrums, sprint review and retrospective).
    • Be change agent for Agile practices.
  • Sample Skills/Requirements
    • Two (2) years of Scrum Master or Agile Coach experience.
    • One (1) year of experience using remote collaboration tools such as: Microsoft Teams, Skype, SharePoint, etc.
    • Agile Certifications, such as: PSM, ACSM, CSP-SM, DASM, or DAC.
    • Experience with various Agile methodologies, must have Scrum experience (sprints, backlog refinement, daily standups, scorecard reporting).
    • Experience with all aspects of the Project Management Office (PMO) lifecycle, Software Development Life Cycle (SDLC), Product Management Lifecycle (PML).
    • Strong organizational and communication skills.
    • Ability to effectively facilitate, lead, and communicate across the organization (IT and business) and within teams.
    • Some positions may need to be local. There may be times where being in the Minnesota office is required.

Program Manager

  • Sample Tasks
    • Provide program/portfolio management across multiple business areas.
    • Provide leadership and strategic vision for small to large programs.
    • Lead, advise, assist, and review priorities to ensure business delivery value.
    • Develop and foster effective communications among all stakeholders across multiple programs.
    • Provide governance leadership.
    • Conduct feasibility reviews of potential new services and contributing partners.
    • Manage project changes, as required.
    • Ensure business objectives are met.
  • Sample Skills/Requirements
    • Five (5) years of Program or Portfolio Management and reporting experience.
    • One (1) year of experience using remote collaboration tools such as: Microsoft Teams, Skype, SharePoint, etc.
    • Project Management certification, such as: PMP, CAPM, or PMI-ACP.
    • Experience with all aspects of the Project Management Office (PMO) lifecycle, Software Development Life Cycle (SDLC), Product Management Lifecycle (PML).
    • Strong organizational and communication skills. Must have experience with conflict management.
    • Ability to effectively facilitate, lead, and communicate across the organization (IT and business) and within teams.
    • Strong negotiation and partnership building with business, and facilitation of prioritization across multiple business areas.
    • Ability to manage conflict and conduct problem resolution.
    • Some positions may need to be local. There may be times where being in the Minnesota office is required.
