Pay Range B : Salary Range $27.33 / hr ($52,353.60 annually) to $37.62 / hr ($78,249.60 annually)

Full- Time, In-Office

Monday-Friday, 8 : 00 AM - 4 : 30 PM

Completion of undergraduate degree in accounting, finance or related degree. Minimum of one year experience managing federal and state transit / transportation grants, 3-5 years preferred. Knowledge of state and federal laws pertaining to transit / transportation grants. Knowledge of budgeting, accounting, contracting and grant preparation. Must possess fiscal processing, budget analysis and interpersonal communication skills sufficient to exchange or convey information orally or in writing. Ability to receive work direction and to maintain good working relationships with internal and external customers. Operation of standard office machines. Operation of Microsoft Office applications or current office suite software used by the County including Word, Excel, PowerPoint, and other financially oriented software applications. Public transit and FTA TRaMs software experience highly preferred. Excellent customer service skills; must treat public and colleagues with diplomacy, good manners and good judgment. Ability to deal with large number of variables and determine specific course of action. Ability to proofread technical material, comprehend written material, define problems, collect data, establish facts, draw valid conclusions, and accurately complete reports. Must maintain, update and file records according to County records management procedures. Must effectively communicate orally or in writing, and answer routine questions related to job duties.

  • Under direction of CTC Director. Responsible for identification, application, management and implementation of federal transit funds / grants, including but not limited to : Urbanized Area Formula Program 5307; Buses and Bus Facilities Program 5339; American Recovery Act; and Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA). Responsible for identification, application, management and implementation of state transit funds / grants, including but not limited to : Ohio Transit Partnership Program (OTP2); Ohio Urban Transit Program (UTP); and Coronavirus Aid, Relief, and Economic Security (CARES) Act. Assists CTC Director in preparation of operating and capital budget projections related to federal and state grant funding and coordinates expenditures related to federal and state grant funding in compliance with ODOT and FTA regulations and requirements including, but not limited to grant writing, data gathering, and submittal of transportation statistics. Works with CTC Director to prepare procurement specifications, contract agreements, change orders and purchase orders related to grant funding. Prepares all necessary reports and documents related to grant funding as required by the Federal Transit Administration (FTA) and / or the Ohio Department of Transportation (ODOT). Prepares and submits grant applications, contracts, agreements, amendments and / or change orders to the Board of County Commissioners for consideration. Submits executed documents to appropriate State or Federal agencies as required. Enters requisitions into County electronic budgeting system for approval of purchase orders. Verifies invoice amounts against original orders and approves payment. Requests drawdowns of grant funds in a timely manner from approving agencies, such as FTA and / or ODOT, utilizes granting agencies online project management systems in accordance with the original grant budgets, and processes pay-ins to Treasurer's Office upon receipt. Acts as primary contact with FTA and / or ODOT regarding grant funds. Maintains ledgers and spreadsheets for reconciliation against Clermont County Auditor's records. Ensures all grant records are maintained in compliance with FTA, ODOT or other granting agency guidelines and completes monitoring reports, participates in and completes annual audits, or completes requests for information from those agencies as needed. Prepares and conducts public presentations as needed.

    Triennial review - assists with the preparation of applicable documents, participates in the site visit and related meetings, and provides the necessary follow-up in response to the report.

    Participates in cross-training with CTC Program Manager and maintains proficiency in area of cross-training as necessary. Works alone or with other persons in short- or long-term team projects to resolve problems or conflicts in any area of County operations or to complete assigned projects at the direction the County Administrator or Assistant County Administrator. New and other related duties as assigned. Works aggressively to reduce or eliminate safety / risk concerns in current position or work location.
