Summary:
Performs intermediate skilled technical work enforcing statutory laws and ordinances pertaining to solid waste disposal, various environmental codes, waste screening, responding to and investigating complaints, maintaining records, preparing reports, and related work as apparent or assigned. Work is performed under the limited supervision of the Solid Waste Director. The normal work schedule includes Monday through Friday 7:30AM-4:30pm and one rotating Saturday per month.

Essential Functions and Responsibilities include:
Responds to complaints regarding possible violations of the County Solid Waste Ordinance, and environmental codes.
Investigates and documents citizen complaints regarding alleged code violations; patrols the County for additional code violations; inspects properties for solid waste violations. Monitors recycling centers and landfill for code violations.
Issues solid waste and nuisance violation notices and citations; notifies property owners and tenants regarding ordinance violations.
Utilizes specialized software program to maintain detailed records of complaints, investigations, pictures, letters, and other documents pertaining to each code case; creates, maintains, schedules, records, and updates case in system.
Performs reinspection to ensure violations are in compliance; locates and advises citizens, if necessary, of property addresses, zoning jurisdictions, and municipalities.
Enforces Solid Waste Ordinance violations by letter, phone, or in person. Completes reports on investigations and complaints.
Responds to questions from citizens, contractors, builders, etc. concerning ordinance and enforcement regulations.
Works with other departmental staff to remedy justified complaints.
Prepares reports and maintains records regarding inspections and violations.
Performs a variety of administrative support duties as needed.

Education & Experience:
High school diploma or GED and 1-3 years' experience in code enforcement or related work, or
equivalent combination of education and experience.
Knowledge, Skills, and Abilities:
Thorough knowledge of the Solid Waste ordinance, and related environmental codes; thorough knowledge of the methods and procedures used in enforcement; skill in the use of personal computers, associated software packages, hardware, and peripheral equipment; ability to detect zoning violations; ability to read and interpret plans; ability to enforce codes with firmness, tact, and impartiality; ability to establish and maintain effective working relationships with associates, property owners, contractors, and the public general.
Licenses & Certifications:
Valid driver's license and insurable driving record
Work Environment / Physical Requirements:
This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
Work Location:
This role must work from the location identified at the time of hire with work travel required as needed. Any change of work location, even on a short-term or interim basis, must be reviewed by the Supervisor and HR for approval.
