Dean of Manufacturing, Apprenticeship, Technology, and Transportation

Overview

Blackhawk Technical College is seeking a dynamic and innovative academic leader to serve as the Dean of the Manufacturing, Apprenticeship, Technology, and Transportation (MATT) Division. This is an extraordinary opportunity for a forward-thinking individual to lead a team of dedicated faculty and staff in a cutting-edge educational environment. The Dean will play a pivotal role in shaping the future of flexible education in BTC’s technical programs by leveraging the new, state-of-the-art Innovative Manufacturing Education Center (IMEC) on the Beloit-Janesville Campus to meet the evolving needs of students, industry, and the community.

Responsibilities

Academic Leadership :

1 Provide visionary leadership for programming within the manufacturing, apprenticeship, technology, and transportation disciplines.

2 Champion new technologies, equipment, and teaching methodologies to delivery flexible education in a supportive environment. Collaborate with faculty and staff to develop, implement, and assess innovative curriculum and instructional strategies to meet industry needs.

3 Foster a culture of academic excellence, student success, and continuous improvement.

4 Collaborate with industry partners to ensure programs and program delivery align with current and emerging trends in advanced manufacturing and technology.

Program Administration

1 Oversee all MATT instructional offerings (FlexLab, face-to-face, hybrid and MyEdChoice formats) to ensure effective and relevant programming to meet student and industry needs.

2 Manage course schedules and faculty workloads that are focused on meeting student and industry needs, while maximizing program enrollments, retention and completion.

3 Ensure effective program assessment and accreditation processes are maintained.

4 Direct the investigation, development, and implementation of new program offerings in response to documented business, industry, labor, government and community needs.

5 In collaboration with program faculty monitor program equipment use, maintenance and replacement to ensure safety and quality of instruction.

6 Participate in program evaluation and review in support of the continuous program improvement.

7 Implement and support shared programs with other technical colleges.

8 Support the development of program transfer agreements with four-year colleges and universities, where appropriate.

9 Partner with Student Services to engage program faculty in the recruitment of students for MATT programs.

10 Partner with Student Services to facilitate dual credit articulation agreements with district K-12 partners.

11 Partner with Student Services to resolve student complaints, grade appeals, waitlists and registration concerns to improve the student experience.

Industry and Community Engagement

1 Cultivate partnerships with local and regional businesses, industry leaders, and community organizations to identify workforce needs and opportunities for new courses and / or programs of study.

2 Engage program faculty with industry partnerships to ensure faculty remain connected to the needs of industry.

3 Work with program faculty to build, maintain and strengthen relationships with program advisory committees to ensure programs are meeting business and industry needs.

4 Develop and nurture relationships with employers to grow a pool of adjunct faculty and increase resources available for workplace-based student learning experiences (internships, apprenticeships, etc.).

5 Represent BTC in regional and statewide discussions on workforce development and technical education.

6 Serve as an advocate for the College’s programs, highlighting their impact on economic growth and community vitality.

Planning and Budgeting

1 Provide division leadership that involves faculty and staff in division-level resource planning for programs,  facilities, instructional technology, equipment, curriculum, etc.

2 Provide input for the college strategic’s planning and budget development to include facilities, major equipment, and initiative requests.

3 Manage the division’s annual operational budget and monitor expenses for areas of direct supervision.

4 Identify and pursue funding opportunities, including grants and partnerships, to support program growth and innovation.

5 In collaboration with the Grants Administrator, manage division grant proposals and award expenditures.

Faculty and Staff Supervision.

1 Provide leadership and direction for Administrative Support Staff within the division to ensure adequate student and staff support.

2 Recruit, mentor, and evaluate faculty (full- and part-time) and staff to support professional growth and program excellence.

3 Promote collaboration and teamwork among faculty, staff, and external stakeholders.

4 Support faculty in incorporating innovative pedagogies and technology into teaching practices.

Qualifications

Knowledge, Skills & Abilities :

1 Demonstrated leadership skills and project management experience. Ability to plan strategically and formulate policy and procedures.

2 Strong organizational skills with the ability to review and analyze complex systems, processes, and relationships. Ability to work independently and problem-solve using sound judgment.

3 Strong oral, written and interpersonal communication skills for communicating effectively with faculty / staff, colleagues, and management. Ability to provide complete and timely explanations of issues and decisions.

4 Demonstrated ability to innovate to meet customer needs and proactively implement change to continuously improve services and processes.

5 Demonstrated ability to work effectively in a team environment and use a participatory management approach.

6 Demonstrated ability to work effectively with diverse populations by promoting and maintaining an inclusive work environment and culture that is respectful and accepting of diversity.

7 Proficiency with Microsoft Office 365 and related applications (Word, Excel, PowerPoint, Teams, SharePoint, etc.).

8 Knowledge of instructional learning management systems and distance learning technologies (e.g. Blackboard, Zoom, Yuja).

9 Knowledge of higher education accreditation or industry-recognized standards (e.g., ISO certification, Lean Six Sigma, Project Management Professional, or other credentialing frameworks)

Education & Experience :

1 Master’s degree or equivalent professional credential within a program area of the division, or a education-related field.

2 Two (2) years of teaching experience at the post-secondary level.

3 Four (4) years of supervisory and leadership experience.
