Vice President, Human Resources
Lead our HR team in serving our 450 staff members and help us make a difference in your community. With your comprehensive HR generalist background and your experience in leading teams through change, you will complete the implementation of our Paycom system, update Human Resources processes, and then build on that foundation to take the HR function to the next level.

Clifford Beers Community Health Partners (CBCHP) is a 501(c)(3) organization and serves as the parent company for three affiliate nonprofits:
- Youth Continuum
- Clifford Beers Community Care Center
- Mid Fairfield Community Care Center
Each affiliate maintains its original 501(c)(3) designation, has its own Board of Directors, and is led by an Executive Director who reports to the CEO of CBCHP.

About This Position:
Your initial focus will be to take over leadership of the Paycom implementation process, to fully build out the system and all associated HR procedures, ensuring that all HR functions efficiently meet the needs of employees, managers, and the organization as a whole. This process will include integrating benefits administration, position control, and labor allocation. Building this strong foundation will include training HR staff on new processes, collaborating with department heads, and communicating with all staff regarding new processes.
Your ongoing responsibilities will include the following:
- Lead the Human Resources team: structure the team to meet the organization’s needs, develop and empower individual staff, and promote a collaborative team culture.
- Develop and update HR policies which are legally compliant and aligned with the organization’s values; ensure that policies are applied consistently.
- Negotiate and manage labor agreements, maintain positive relationships with union representatives, and resolve disputes collaboratively.
- Oversee full-cycle recruitment and onboarding process: develop innovative hiring strategies, establish metrics and best practices to attract and retain top talent, and ensure smooth integration of new staff.
- Develop and implement performance appraisal systems to assess, provide feedback, and support employee development.
- Manage the compensation system and administer regular and off-cycle compensation decisions.
- Support HR staff in managing employee relations.
- Develop and implement strategies to cultivate a positive workplace culture and foster employee satisfaction and retention.
- Promote diversity, equity, inclusion, and belonging and trauma-informed, anti-racist practices throughout the organization.
- Lead initiatives to foster an inclusive workplace culture where all employees feel valued.
- Oversee payroll processing and tax filing.
- Manage 403(b) retirement plans, including compliance and communication with employees.
- Conduct benefits needs assessments, collaborate on insurance renewals, and negotiate with vendors to ensure high-quality offerings aligned with employee needs.
- Prepare and support annual workers' compensation audits.
Qualifications
Our ideal candidate will have the following qualifications:
- At least seven years of progressive Human Resources experience, including labor relations, team supervision, and leading change projects.
- Bachelor’s degree in Human Resources, business, psychology, or related field; Master’s degree preferred. We will consider additional experience in lieu of a degree and will take a broad look at the skills and experience of each applicant.
- Experience implementing and managing Paycom or similar HRIS platforms.
- Demonstrated history of implementing Human Resources best practices.
- Bilingual Spanish a plus.
- Ability to travel to multiple work sites throughout Connecticut.
