Salary Range:

$105,719.12 to $137,456.28

All compensation offers are analyzed individually and take into consideration multiple factors, including but not limited to years of experience and educational background.

Overview:

Under the general direction of the District Manager, the Financial Manager organizes, coordinates, and directs all financial functions of the District, including but not limited to: planning, organizing, directing, and reviewing the financial activities and operations of the District; treasury/investment of District funds, development and administration of annual budgets, development and implementation of District policies and procedures, annual financial audit activities, internal processes and controls, special projects, asset, and inventory management.

Essential Duties and Responsibilities:

  • Initiation and organization of the district's reporting process. Reconciliation of bank statements and generation of all month-end accounting reports. Preparation of month-end general ledger entries recording cost allocations for labor, benefits, and indirect costs to the district. Preparation of monthly budget vs. expenditure data. Presentation of all reports to management teams in a manner that would indicate the status of the district and potential areas of concern.
  • Budget development, tracking, and management. Authority and responsibility for annual budget development and tracking. Review the budget and advise management on areas of concern. Provide departments with key financial information and oversee department budgeting and financial management. Prepare for and assist in the annual financial audit. Assist independent auditor in the performance of an annual audit of the district’s general purpose financial statements. Familiarity with all District policies and procedures related to generally accepted auditing standards and Government Accounting Standards Board (GASB). Prepares audit responses and ensures that appropriate corrective actions are executed.
  • Monitor the processing of all accounts payable.
  • Analyze the District’s investment portfolio and make recommendations in the best interest of the District.
  • Oversees annual depreciation and amortization of assets and debt.
  • Develops, implements, and enforces financial and budget policies and procedures.
  • Maintain financial integrity by staying abreast of government accounting principles and changing regulations.
  • Manages all accounting records and files in accordance with the District’s policies.
  • Other duties as assigned.

Qualifications:

Experience:

Seven years of experience in accounting, finance, or any combination of education, experience, and/or training that provides the knowledge and abilities necessary to perform the work.

Education:

Bachelor's degree in accounting or finance.

Required Knowledge, Skills, and Abilities:

  • Knowledge of government accounting principles preferred.
  • General knowledge of utility operations is preferred.
  • Strong attention to detail.
  • Ability to identify diverse solutions to complex problems integrating findings from several different disciplines; identifies and evaluates the various options developed and selects the most effective solution.
  • Ability to communicate effectively with a diverse audience.
  • Maintains an awareness of organizational goals and objectives while simultaneously navigating solutions toward desired outcomes and preserving relationships.
  • Makes decisions based on careful thought taking both district goals and input from others into account.
  • Understand formal and informal authority and influence structure within the district and successfully achieve positive, desired outcomes.
  • Ability to present in a large group setting of diverse individuals and communicate effectively financial information.

Additional Requirements

  • Applicants considered for this job must pass a criminal history background investigation.
  • Attend scheduled board and committee meetings.

Physical Requirements

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Visual Acuity Requirements

The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication of parts at distances close to the eyes.

Working Conditions

The worker is not substantially exposed to adverse environmental conditions (as in typical office or administrative work).

Reasoning Ability

More Complex: Ability to apply logical or scientific thinking to define problems, collect data, establish facts, and draw conclusions. Able to interpret a variety of technical instructions and can deal with multiple variables.

Mathematical Ability

Simple Algebra: Ability to compute discount, interest, profit, and loss; commission markup and selling price, and ratio, proportion, and percentage, Able to perform very simple algebra.

Language Ability

Highly Complex: Ability to read scientific and technical journals, abstracts, financial reports, and legal documents. Ability to prepare articles, abstracts, editorials, journals, manuals, and critiques. Ability to prepare and make comprehensive presentations, participate in formal debate, communicate extemporaneously, and communicate professionally before an audience.
