Position Summary:

Under limited direction of the Chief Human Resources Officer, the Director of Human Resources provides oversight and strategic driven initiatives for the Human Resources Department. Directs staff in the areas of policy administration and development, talent acquisition and retention, compensation and benefits administration, labor/employee relations, labor compliance, staff and policy development, and diversity and inclusion, employee database (HCMS) maintenance, payroll, and time and attendance.


Essential Functions:

  • Partners with the CHRO and other organization leadership to the drive strategic initiatives of Clinica Sierra Vista.
  • Develops, maintains, and demonstrates working knowledge of the business and takes a consultative approach with leaders, anticipating, assessing, and providing creative HR solutions to business priorities.
  • Functions as key point of contact for leadership to provide expert consultation in the delivery of HR services; serves as a resource/consultant to management ensuring that personnel policies and procedures are clear and applied fairly and consistently.
  • Leads, mentors, and motivates HR staff to optimize resources and build efficiencies; manages the activities of subordinate staff. Provides direction and guidance in work assignments. Ensuring timely and accurate completion of tasks.
  • Uncovers, assesses, and proposes opportunities for strategic improvements and operations enhancement.
  • Manages complex employee relations issues including organization structures and investigations.
  • Works to resolve employee and organizational issues in a proactive and positive manner.
  • Works with managers and our Talent Acquisition team to identify key external talent.
  • Monitors merit reviews, promotional increase policy, administrative adjustments, assignment of job grades, and other compensation programs.
  • Responsible for ensuring that CSV follows Federal/State Laws and all other governing agencies on personnel issues; Maintains current and complete understanding of all Federal and State Human Resources related laws, including: EEO, human rights, release of employment information, pregnancy disability act, Fair Labor Standards Act, ADA, Family Rights Act, and any other applicable laws and regulations. Remain current and familiar with State regulations for California.
  • Implements employee relations policies and practices which includes all aspects of employee relations, union avoidance, processing of UI claims, WC claims, EEO and DFEH cases, etc.; Administers EDD and Workers’ Compensation programs; represents the organization at hearings, inquiries, and other fact-finding meetings.
  • Uses efficient and cost-effective approaches to integrate technology into the Human Resources function to improve HR processes; oversee the data collection and use of employment records and the HCMS; remain knowledgeable of HCMS; update and utilize systems appropriately; run related reports as required.
  • Prepares, manages, and tracks annual Human Resources Departmental budgets.
  • Partners with Learning and Development team to co-facilitate key learning opportunities, as needed.
  • Assists with employee communications (both through design and providing input), as required.
  • Maintains knowledge and understanding of Joint Commission requirements impacting Human Resources.
  • Develops and maintains a professional relationship with all levels of the organization, including Administration, Directors, Managers, Supervisors, and employees by ensuring a sense of mutual trust, concern, respect, and teamwork.
  • Assists the Chief of Human Resources in the implementation and coordination of special projects as assigned.
  • Remains knowledgeable in all other Human Resources activities and fill-in as required.
  • Produces accurate and clear work of high quality.

  • Maintains confidentiality and adheres to HIPAA regulations.

  • Computer proficiency with Excel, Work, Outlook, HRMS, etc.
  • Must have pleasant, professional attitude toward co-workers, superiors, clients, vendors.
  • Teamwork skills are a must.


Qualifications:

  • A Bachelor’s degree in Human Resources, Business Administration, or Behavioral Science or a related field; Or equivalent combination of experience and education is required.
  • Minimum or Five (5) years demonstrated Human Resources leadership experience.
  • Demonstrated knowledge of human resources consulting, policies and practices, and applicable laws and regulations.
  • Must have a demonstrated capacity to work well with others, be well organized, and have above average language, writing, and public relations skills.
  • Must have a valid California driver license.
  • PHR/SPHR, or SHRM-CP/SHRM-SCP certification desired.
  • Must adhere to Clinica Sierra Vista’s employee health/immunization requirements or provide a valid exemption request for subsequent approval.
