EXAMPLE OF DUTIES
Purpose of PositionUnder limited supervision, performs the installation, repair and maintenance of the overhead and underground municipal electrical distribution lines, auxiliary equipment, and service systems of the City of Clinton. Works in close proximity of high voltage distribution lines and auxiliary equipment that requires skill and constant safe work practices. Assists in leading and directing electrical lineman to ensure effect and efficient provision of electrical service to customers. Ensures safe and proper operations, compliance with established safety procedures, processes, and regulations. Effects efficient use of personnel and resources. Operates a variety of heavy motorized equipment, hand tools, and specialized equipment as necessary to perform daily tasks. Reports to the Electrical Division Manager or his designee.Essential Job Functions The duties listed are intended only as illustrative examples of the various types of work that may be performed by individuals in this classification. These examples are not necessarily performed by all incumbents and do not include all specific essential functions and responsibilities the incumbent may be expected to perform.• Assists in leading and directing electrical lineman to ensure effective and efficient provision of electrical service to customers. • Ensures safe and proper operations, compliance with established safety procedures, processes, and regulations. • Effects efficient use of personnel and resources that results in a timely completion of tasks.• Instructs, assigns and reviews work, plans, maintains quality standards, coordinates activities, allocates personnel, and acts on employee issues, problems and concerns.• Install, maintain, and repair of overhead and underground electrical distribution, auxiliary, and service systems including transformers, substations, etc.• Monitors the installation, maintenance, and repairs of transformers and electrical distribution substations.• Load, transport and set poles.• Trains new employees in the proper use of equipment and tools; trains new employees in the proper equipment and distribution system maintenance methods. Troubleshoots circuitry and other system problems; initiates corrective action as needed.• Install, maintain, and repair street light ?xtures.• Gather materials, supplies and equipment needed for daily assignments; stock assigned truck. Transport equipment to and from job sites as required.• Must possess at hire and maintain through employment, a valid South Carolina Commercial Driver’s License with a minimum Class B rating. • Must possess at hire and maintain through employment, a valid Class A electrical line certificate with any required endorsements. • Must possess or be able to possess and maintain certification in Basic First Aid, Cardiopulmonary Resuscitation (CPR), and Automatic External Defibrillation (AED) use. • Set up traf?c safety zones in accordance with DOT regulations.• Maintain assigned equipment, vehicles and tools.• Operate and care for equipment, machinery and tools, including a dump truck, bucket truck, line truck, backhoe, trencher, tractor, fault Iocator, boring machine, trailers, hoists, meters, line tools, mechanic's tools, electrician’s tools, and various other hand and power tools. • Use a variety of communication equipment to include, but not be limited to, a two-way radio, cellphone, telephone, etc.• Prepare, review and submit a variety of records and reports as required.• Interact and communicate with immediate supervisor, co-workers, other City employees, customers andthe general public.• Perform duties on an standby on-call/24-hour-per-day rotation basis and responds as needed to emergency situations that occur after normal working hours.• Unload trucks at warehouse and job site locations.• Perform landscaping activities as required on City property, right-of-ways, and private properties as required. • Perform all work in accordance with established OSHA, city, and departmental policies, procedures, regulations, and standards of quality and safety.• This position is classified as a safety sensitive position and will be subject to routine random drug and/or alcohol testing in accordance with established City policy and Department of Transportation Regulations.• Adheres to all established OSHA, City, and departmental safety and housekeeping standards. Ensures such standards and policies are not violated.• May serve as the Assistant Division Manager as needed on a limited basis.• This is a working supervisory position.• Perform other related duties as required.Knowledge, Skills, and AbilitiesKnowledge Required: Must possess a minimum of a high school diploma or acceptable G.E.D. issued by the State of SC or other acceptable state accredited institution; Associate Degree in Industrial Electricity, Electronic Engineering or related field is desirable or job-related training supplemented by related experience in the maintenance and repair of municipal electrical distribution systems, complimented by six to nine years or more of experience in electrical distribution systems, or any equivalent combination of education, training and experience which provides the knowledge, skills, and abilities required to successfully perform the position requirements. NOTE: “Online internet GED’s” are generally not accepted and are evaluated on a case by case basis. The City of Clinton reserves the right to reject any GED it deems not to meet the requirements.1. Knowledgeable in the methods, procedures, processes, and policies of the electrical department as they pertain to the performance of the duties of this position. 2. Knowledgeable of the materials, tools and equipment used in the installation, maintenance and repair of power lines, equipment and associated systems.3. Knowledge of the occupational hazards of the industry.4. Knowledge of OSHA, city, and departmental safety policies, rules and regulations and city ordinances.5. Layout of city streets as necessary to locate job sites. 6. Knowledge of electrical terminology used within the industry. Skills Required: 1. Read and interpret written requests, work orders and technical materials pertaining to the responsibilities of the position.2. Prepare required reports and records with accuracy and in a timely manner. 3. How to maintain effective relationships with co-workers and personnel of other departments through contact and cooperation. 4. How to react and respond calmly and quickly in emergency situations.5. Maintain high standards of accuracy in exercising duties and responsibilities. 6. Exercise immediate remedial action to correct any quality de?ciencies that occur in areas of responsibility. 7. Maintain high quality communication and interaction with internal and external entities with whom the position interacts.8. Must be able to perform simple to semi-complex mathematical equations to include, but not be limited to, percentages, decimals, time, weight, length, width, height, ratios, proportions, and the practical applications of algebra.13. Ability to coordinate hands, eyes, and feet rapidly and accurately in using heavy machinery, large motor vehicles, equipment, and tools.14. Ability to inspect and recognize shapes and colors/shades.15. Ability to alertly function while under minimal to moderate stressful situations.16. Ability to handle and operate a variety of items including, but not limited to, control knobs, switches, handles, small to large hand tools, power tools, and other tools and equipment necessary to perform the requirements of the position.Abilities Required: 1. Ability to implement work activity in accordance with priorities and estimated schedule.Physical Demands of PositionThe employee must possess the physical conditioning that is capable of strenuous manual labor as necessary to perform daily routine tasks. The employee must physically able to exert up to fifty pounds of force occasionally and /or frequently to lift, carry, push, pull, or otherwise move objects of various weights, sizes, and shapes.Physical demands are in excess of sedentary work and may be in extreme excess during extended periods of work while engaged in emergency operations. Work involves walking, standing, reaching, crouching, bending, grasping, holding, and climbing for varying periods of time during routine work periods and in excess of routine working periods in situations of emergency. Requires physical strength to lift up to fifty pounds for short periods of time.Working ConditionsWorking conditions are primarily outside. The employee will be subject to adverse environmental conditions, such as exposure to extreme cold or heat, smoke, dust, dirt, pollen, wetness, humidity, machinery hazards, traf?c hazards, electric currents, toxic agents, vibrations, noise, etc.This position may be subject to danger or risk to a high degree, or to tension as a regular, consistent part of the job. This position requires the use of various types of personal protective equipment including, but not limited to, hard hat, gloves, hearing protection, fall protection, arc flash resistive clothing, eye protection, and other similar equipment.This position is classified as safety sensitive and is subject to routine random DOT drug and alcohol testing per federal regulations and City policy. Supervisory ResponsibilitiesThis position exercises supervisory responsibility for assigned personnel.Supervision ReceivedReports to the Electrical Division Manager or his designee, but is expected to also work closely with other city personnel, including other department directors, division managers, administrative management, co-workers, other city employees and the general public to meet the requirements of the position.
