What are the responsibilities and job description for the Health Department Administrator position at Clinton County Health Department?
Incumbent serves as Administrator for the Clinton County Health Department, responsible for maintaining and directing daily operations and supervising and directing assigned staff. Incumbent is responsible for carrying out the vision for public health in Clinton County based on goals and procedures of Board of Health and County Commissioners.
DUTIES:
Supervises and directs assigned personnel, including analyzing workload and human resource needs, interviewing candidates and making hiring recommendations to BOH board and Health Officer, orienting new subordinates, planning and delegating/controlling work assignments, establishing work goals, training and motivating assigned staff, determining changes in responsibilities, evaluating performance results, reviewing salaries, maintaining discipline and recommending corrective actions, recommending personnel actions, and keeping supervisor and assigned staff informed of organization developments.
Supervises the Department office within established guidelines, level of authority and established budget. Supervises and provides direction to staff in developing and administering Department policies and procedures based on vision and goals of the Board of Health and County Commissioners.
Develops and maintains budget, including controlling spending, tracking cash flows, and preparing anticipated revenue reports, for necessary boards and commissions and administers budgets upon approval. Communicates with governmental entities, including review of budget operations reports to Board of Health and presents budget recommendations and changes to County Council.
Researches, prepares, and submits grant applications on an annual basis.
Ensures proper enforcement of County Personnel Policy, including staying current and educating staff on policies as needed.
Represents the Department in absence of the Health Officer. Responds to public complaints and inquiries coordinating and/or resolving problems with services, responding to assistance needs, and providing information upon request.
Conducts staff meetings, planning and reviewing day to day functions, ongoing activities, projects and special events.
Maintains current knowledge on related issues and new technologies, and researches new and revised standards. Periodically attends seminars and meetings.
Performs related duties as assigned.
