What are the responsibilities and job description for the Motor Equipment Operator I position at Clinton County Highway Department?
CLINTON COUNTY HIGHWAY DEPARTMENT-MOTOR EQUIPMENT OPERATOR I
Clinton County will reimburse for the Federal Motor Carrier Safety Administration Entry-Level Driver Training Program for those that do not have a CDL.
DISTINGUISHING FEATURES OF THE CLASS: Employees in this class operate and perform routine maintenance on less complex types of construction/maintenance equipment used in a municipal highway, landfill, or recycling department. Other equipment may be operated on a relief or training basis. Employees in this class are required to perform a variety of laboring and helper duties. Work is performed under direct supervision of a higher ranking employee. Supervision may be exercised over the work of Laborers assigned to the piece of equipment being operated. The incumbent does related work as required.
TYPICAL WORK ACTIVITIES: (Illustrative only)
Operates motor equipment such as: tractors (may have rotary mower attached), patrol truck, single axle dump truck, paint truck (stake body), patch roller, front end loaders, compactors, compressors, sewer cleaners, street sweepers, and other types of equipment classified as light duty used in the construction and maintenance of highways, bridge projects, landfills, or recycling operations;
Operates equipment and participates in material hauling and snow removal activities such as sanding roads, shoveling, etc;
Cuts trees, weeds, and bushes, and does manual road patching and traffic flagging in conjunction with highway maintenance;
Performs general cleanup work such as removing debris, raking leaves, cutting grass, and assisting in collection of litter from public lands and facilities;
Occasionally operates heavier construction equipment on a relief or training basis;
Assists in the installation of guiderails, posts, and culvert pipes;
Performs physical labor such as loading and unloading trucks, digging ditches, cutting trees and brush, picking roadsides, painting, flushing sewers, cleaning culverts, and raking blacktop;
Uses various hand tools such as chain saws, shovels, scythes, forks, and rakes in performing tasks;
Performs minor mechanical repairs on automotive equipment;
Services, cleans and oils equipment.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES & PERSONAL CHARACTERISTICS:Good knowledge of the operation and care of the less complex types of construction and maintenance equipment;
Good knowledge of municipal geography;
Ability to service and make simple repairs to equipment;
Ability to understand and follow simple oral and written directions;
Willingness to respond to emergencies and perform overtime work;
Willingness to work in adverse weather conditions;
Mechanical aptitude.
MINIMUM QUALIFICATIONS: One (1) year of experience in the operation of trucks and other equipment used in construction.
NOTE: Completion of a two-year training program for heavy equipment operators may be substituted for the above year of experience.

SPECIAL REQUIREMENT FOR APPOINTMENT: Eligibility for an appropriate level New York State
Driver’s license at time of application and possession of license at time of appointment.
SPECIAL REQUIREMENT FOR POSITIONS IN THE CLINTON COUNTY HIGHWAY
DEPARTMENT: Possession of a valid Class B New York State Commercial Learner Permit (CLP) at the time of appointment. A valid Class B New York State Commercial Driver’s License with no restrictions shall be obtained within three (3) months of appointment and shall be maintained throughout the tenure of employment in the position.
CDL Classroom Training will be reimbursed by Clinton County.
