TITLE: Director of Special Education
REPORTS TO: Assistant Superintendent
LENGTH OF CONTRACT OR WORK YEAR: 12 months (240 days)
SPECIFIC JOB RESPONSIBILITIES:
- Develops and implements budgets/projects for IDEA, including Extended School Year
- Develops and maintains state and local budgets for the Office of Special Services (Special Education and Gifted).
- Conducts parent and teacher training and staff development when needed.
- Serves as agency representative on the Individual Educational Plan committees as needed.
- Member of District Support Team which makes decisions concerning student evaluations.
- Member of District Eligibility team.
- Disseminates state policies and procedures to the special education staff and school administrators.
- Attend all required MDE meetings and address all MDE or other related complaints
- Review all eligibility folders as necessary and ensure that all students are evaluated within specified time-lines.
- Provides written prior notice to the parents of a student to ensure appropriate provision of services.
- Provides consultation to the entire staff and others concerning the individual education plans of students in special education programs.
- Plans and conducts professional development regarding special education for all teachers, administrators, staff, and parents and provides a process for determination of the needs for professional development for the special education staff.
- Interview teachers and assistant teachers when requested by administrators
- Evaluate teacher performance as needed
- Monitor student improvement through progress monitoring
- Review SPED policies for local board approval
- Coordinate Child-Find activities in accordance with state and federal regulations
- Train district personnel in confidentiality procedures and protect the confidentiality of stored data.
- Supervises home instruction for homebound or hospitalized special education students.
- Assists in the recruitment of new personnel for all areas of special education and gifted.
- Serves as the Section 504 Coordinator
- Review school/course schedules (teacher and student) and MSIS for reporting accuracy
- Review all personnel reports for SPED staff, project salaries, course codes, etc.
- Check all MSIS SPED reports for accuracy and enter data into MSIS
- Works with support staff to develop Functional Behavioral Assessments (FBA) and Behavior plans
- Review/evaluate IEP content to work with teachers to make needed improvement
- Supervises personnel providing services to all students with disabilities to ensure effective operation of the special education program.
- Serves as liaison with the school staff and the community regarding special education.
- Conducts a Child Find campaign in an effort to identify and evaluate children
- Provides adequate and appropriate instructional materials to gifted teachers to facilitate instruction for gifted students
- Performs other duties as may be assigned by the Superintendent
- Regular in person attendance
MINIMUM QUALIFICATIONS:
- Master's degree with license endorsements in educational leadership and in special education
- Experience working with parents and teachers of special populations
- Effective written and oral communication skills
- At least 10 years experience in special education
DESIRABLE QUALIFICATIONS:
- More than 10 years experience in special education
- Doctorate in Educational Leadership or Special Education
- District level leadership experience
