SUMMARY OF ASSIGNMENT

Under the direction of the Executive Director for Special Education, the Assistant Director of Special Education shall assume responsibility for the planning, development, coordination, and management of the district's onsite special education programs and staff. The Assistant Director of Special Education will provide leadership to ensure that district on-site special education staff is supported and develop professionally. The Assistant Director of Special Education works collaboratively with the District Office Leadership Team to advance the District's Educational Vision.

ESSENTIAL FUNCTIONS

Instructional Services

  • Directs the implementation of educational programs for students with disabilities ensuring that each student is provided a free and appropriate public education in the least restrictive environment.
  • May attend select IEP meetings in the role of administrative designee, as needed, apprising the Executive Director of Special Education of situations, as needed.
  • Direct support for Secondary buildings.
  • Collaborates with Executive Director of Special Education, Building Administrators, and Special Education Teachers in the recruitment, selection, and placement of special education staff including Paraprofessionals.
  • Assists the special education staff in developing and implementing instructional techniques including appropriate strategies, interventions, collaboration, accommodations and modifications to curriculum.
  • Provides coordination, consultation and professional development to special education staff, general education staff, and community providers.
  • Regularly holds special education staff meetings to train and inform the special education staff on the latest in the law, policy, and procedural changes.
  • Collaborates with and develops relationships with outside agencies in all geographic areas served by the school, in order to implement and coordinate the services in the IEP.
  • Collaborates with the Executive Director of Special Education on complicated situations that may require consultation with legal representation.
  • Keeps abreast of State policy updates / changes and procedures by attending conferences and professional development opportunities.
  • Attends or provides training during building meetings and events, i.e. staff meetings, District trainings, and / or related in-service activities / workshops
  • Serves on building and District and school committees and councils as requested by Supervisor.
  • Perform other duties as assigned.
  • Compliance

  • Monitors program compliance (e.g. reviewing Federal and State rules, maintaining adequate records of required reports for all state and federal agencies, monitoring legal requirements governing special education; guiding IEP process, district wide, etc.) for ensuring that compliance factors and regulations are observed and implemented accurately.
  • Plans, directs and monitors the district's on-site Special Education services to assure compliance with special education laws and regulations and to work within the framework of district policy.
  • Implements a collaborative, problem-solving approach when addressing school concerns.
  • Coordinates the efforts of special education staff in the areas of compliance, regulation requirements and mandated timelines.
  • Regularly reports to building administrators on changes in special education law and procedures to keep the district in compliance and to facilitate services to special needs students.
  • Personnel

  • Completes annual evaluations of district on-site special education employees, including goal setting, observations and final evaluations.
  • Recruit, supervise and evaluate the performance of the Program Manager for Compliance and the Program Manager of Transitions, as well as Educational Staff Associates.
  • Recruit, supervise and evaluate the performance of the Youth Transition Program staff.

    MINIMUM QUALIFICATIONS

    Education & Experience

  • Master's Degree with a major in special education or appropriate related field.
  • Washington state Special Education Teaching Certification.
  • Washington state Administrative Credential.
  • Successful experience as a classroom teacher and / or in a support position.
  • Demonstrated ability to work successfully with people.
  • Evidence of experience and training needed to perform the functions described in the Assistant Director of Special Education job description.
  • Such alternatives to the above qualifications as the Board may find appropriate and acceptable.

  • Demonstrated proficiency in oral and written communication.
  • Expertise in facilitating effective communication in the school community at large.
  • Experience utilizing best practices and research in student assessment.
  • Knowledge of current trends and related laws and regulations.
  • Demonstrated increasingly responsible successful leadership experience in complex school organizations.
  • Extensive knowledge of the educational process at the school level, school leadership, and research in educational performance standards.
  • Knowledge of organizational theory and its application in large school districts including familiarity with systems thinking and the ability to analyze organizational situations from structural, human resource, political, and symbolic frames.
  • Ability to accept responsibility and be held accountable, coordinate multiple activities simultaneously, adapt to change and remain flexible, and demonstrate a comprehensive understanding of the dynamics of P-12 urban education.
  • Ability to prepare comprehensive reports and correspondence.

  • Deep understanding of UDL, PLC , and MTSS frameworks, with demonstrated success in implementation.
  • Demonstrated ability to successfully work with adolescent students and the public in a school setting.
  • Knowledge of the principles and practices of effective supervision and personnel management.
  • Supervisory experience which demonstrates possession of the knowledge and abilities necessary to perform the duties of the position.
  • Knowledge and experience using Charlotte Danielson's Framework for Teaching Standards.
  • Works well with others from diverse backgrounds.

  • Ability to communicate fluently verbally and in writing in English.
  • Ability to respond to common inquiries or complaints from students, parents, staff or members of the community.
  • Ability to draft simple correspondence and some routine reports. Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals.
  • Have an intuitive understanding of the concepts of math.
  • Ability to apply common sense understanding to carry out instructions furnished in written, verbal or diagram form.
  • Ability to deal with problems involving several concrete variables in standardized situations.
  • Proficiency in the usage of database software, internet software, and email.
  • Ability to proficiently use the following programs : MS Word, Excel, Google Mail and Google Docs, Skyward, Frontline, IOL, and Medicaid Consolidated Collections.
  • Ability to type accurately and proficiently.

  • WORKING CONDITIONS

    Work is performed in an office environment with frequent interruptions. Some travel to and between school sites may be necessary. Requires exposure to distraught, angry, or hostile individuals. Must be able to use fingers, hands, and arms and to listen carefully and focus while filtering out normal office noise. Ability to see, hear, walk, sit, stand, crouch, and reach. Ability to speak for prolonged periods of time. Moderate lifting and carrying up to 25 pounds. Reaching overhead and horizontally. Dexterity of fingers and hands to operate equipment and a computer keyboard. High productivity requirements create frequent extra hour days, attendance at meetings before and after work, and possible weekend work.

    CONDITIONS OF EMPLOYMENT

    Employment with Clover Park School District is conditional pending completion of a Washington State Patrol and Federal Bureau of Investigation fingerprint background check as required by RCW28A.400.303.
