SUMMARY OF ASSIGNMENT
Under the general direction of the Assistant Director of Special Education, the instruction / professional development manager is responsible for planning, providing and evaluating varied learning needs of students in cooperation with psychologists, building administrators, other staff members, parents and the public in order to ensure appropriate educational services.
ESSENTIAL FUNCTIONS
Schedule and provide oversight of monthly interdisciplinary staff meetings, goalsetting, and professional development.Collaborate and consult with district administrators, school administrators and district staff in the planning, implementation and evaluation of educational services for students.Exhibit mastery of instructional strategies suitable for students receiving special education support and services.Evaluate program effectiveness, including successful educational support, and adapt strategies based on assessment results.Direct and develop staff by creating schedules, providing guidance, consultation, and mentorship, and answering education-related questions.Develop ways to facilitate the learning and adjustment of students.Develop and provide school and district wide training in the area of instructional practices, Universal Design for Learning, behavior, social skills and interventions.Consult with and support various district staff such as general education teachers, special education teachers, and counselors.Collaborate with Teaching and Learning on instructional programming, curriculum and instructional materials in support of students receiving special education services.Develop and maintain support guidelines by creating and updating district procedures and practice documents and providing input for board policy changes.Communicate current special education rules, regulations and CPSD policy and procedures.Assure quality of delivery of services by developing and interpreting district, local and state guidelines for instruction, curriculum and instructional materials.Evaluate in terms of planned goals and facilitates teacher revision of instruction.Adjust to varied situations, demands and new instructional concepts and strategies.Collaborate with staff to address educational concerns that require district support beyond the building level.Maintain staff by recruiting, selecting, orienting, and training.Support staff by coaching and mentoring their instructional practice.Maintain a cooperative relationship among staff by communicating information and leading team-building activities.Ensure maintenance of program statistics and services data.Train staff or coordinate training in the following areas, including but not limited to IEPs, district curriculum and instructional materials, instructional strategies, support facilitation and co-teaching.Coordinate training for staff in FERPA and public records compliance procedures.Assist the Assistant Director in ensuring compliance with federal, state, program, and agency regulations, such as Child Protective Service reporting requirements, and emergency preparedness program, as appropriate.Perform other duties as assigned by the Assistant Director.MINIMUM QUALIFICATIONS
Education and Experience
Baccalaureate degree in Special Education or related field.Three years' prior experience in Special Education preferred.Knowledge of special education regulations and educational policies.Strong leadership, communication, and interpersonal skills.Certification and Licenses
Washington state special education teaching certification.Washington state administrative certification or in the process of obtaining.Successful fingerprint and background check.First Aid / CPR card within ninety (90) days from date of hire.Valid Washington State driver's license and proof of insurance.Documents needed to obtain access to Joint Base Lewis McChord (JBLM).REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Demonstrates the knowledge of federal and state laws and regulations regarding special education in the school setting.Coaching and mentoring skills.Strong organizational skills.Strong oral and written communication skills.Ability to relate effectively with children, families, community members, and staff of diverse cultural and socio-economic backgrounds.Knowledge of early childhood education trends at the local, state, and national levels.Ability to proficiently keyboard, utilize word processing, spreadsheet, database, and scheduling software; navigate the internet; and operate email applications.Ability to effectively organize and prioritize tasks with conflicting deadlines.Ability to take initiative and work independently.Ability to maintain confidential and sensitive information.Ability to exercise sound decision making skills.Ability to mentor, advocate for and support health care professionals' needs.Access to personal transportation.DESIRABLE QUALIFICATIONS
Master's degree in special education, or related field.Experience working as an educator in an urban public school system.Experience in planning and implementing professional development activities.Demonstrates skills in collaboration and consultation.Demonstrates ability to work with systems to foster change.Demonstrates the knowledge and skills necessary to interpret educational data for instructional purposes.Demonstrates the ability to coordinate across general and special education systems and services to implement effective planning for students.WORKING CONDITIONS
Work is performed in a regular office and school environments. Travel to and between school sites is necessary. Must be able to use fingers, hands, and arms, and to listen carefully and focus while filtering out normal office noise. Ability to speak and see clearly; sit or stand for prolonged periods of time; lift 35 pounds; and bend, twist, walk, and reach requiring ordinary physical effort are all required. Expected to attend evening meetings. Exposure to normal levels of office dust, VDT screens, and office machines and their required chemicals, are part of the job. Maybe exposed to ill or infected students as part of the job. The employee is required to deal with distraught and / or angry people and is exposed to infectious diseases carried by children.

CONDITIONS OF EMPLOYMENT
Employment with Clover Park School District is conditional pending completion of a Washington State Patrol and Federal Bureau of Investigation fingerprint background check as required by RCW28A.400.303. (NOTE : All associated background check fees are the employee's responsibility.) The fingerprint scan must be completed prior to the first day of employment.
