OVERVIEW
The Principal Manager II serves as the Deputy Director of Facilities Services for the Judicial Council of California (JCC) and the judicial branch.
Under the general direction of the Facilities Services Director, the Deputy Director / Principal Manager II manages and directs day-to-day oversight and delivery of facilities projects and programs within the Facilities Services office. This position performs all the duties necessary to oversee, guide, and manage the program and personnel implementing the statewide facilities program including Project Management, Facility Operations, Program Accountability and Services Support, Real Estate, and Emergency Planning and Security Coordination.
The Deputy Director / Principal Manager II will serve as second-in-command and assume primary management responsibility and accountability for achieving the Director's objectives for internal operations, programs, committees, personnel, reports, deliverables, and responses to inquiries from the Judicial Council Executive Team. The Director and Deputy Director / Principal Manager II will work closely to achieve cohesive operational alignment and external outreach to address complex and changing needs and priorities of the office.
The Deputy Director / Principal Manager II directs managers and staff in the development and implementation of statewide initiatives, protocols, processes, and / or procedures. The Deputy Director / Principal Manager II is responsible for working with all levels of staff on all project issues and can represent the JCC and Facilities Services office with local courts. This position will have advanced knowledge of principles, practices, and techniques of capital program, project, and construction management; facilities operation and maintenance; fiscal and risk management; and program services; real estate management; emergency planning and courthouse security; and knowledge associated with the State budgeting processes. This position reports directly to the office Director and will often act on the Director's behalf for specific tasks and duties when they are not available.

MINIMUM QUALIFICATIONS
EDUCATION AND EXPERIENCE
Bachelor’s degree, preferably in architecture, engineering, building engineering, or construction management, and seven (7) years of professional-level analytical or managerial experience in assigned function including, but not limited to, program analysis, development, implementation, research, and advising, including at least four (4) years of increasingly responsible management experience. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and / or education may be substituted on a year-for-year basis.
Master’s degree in a directly related field such as architecture or engineering or possession of a professional engineer or architect license, and four (4) years of professional-level analytical or managerial experience in assigned function including, but not limited to, program analysis, development, implementation, research, and advising, including at least three (3) years of supervisory / management experience.
