CNFA is currently seeking Deputy Chief of Party (COP) candidates for the upcoming USAID-funded Madagascar Feed the Future Sustainable Food Entrepreneurship activity. This activity will focus on two components – increasing production of diverse and nutritious foods and strengthening resilient markets. Using a push-pull strategy by enabling vulnerable households to engage in market activities while also creating demands for goods and services, this activity will increase the resilience of nutrition-sensitive food systems and increase the availability of climate-resilient agricultural value chains, including sorghum, millet, cowpeas, livestock, and fisheries.

Duties and Responsibilities :

  • Support Chief of Party in executing technical and managerial oversight for the Activity, including the development and implementation of the Activity’s annual work plans, quarterly and annual reports, and other requests that may come in from USAID and CNFA.
  • Manage day-to-day technical and administrative activities, in close collaboration with component leads and senior administrative team, ensuring the achievement of Activity in compliance with USAID rules and regulations.
  • Liaise with the USAID mission (and other donors as applicable) on behalf of the program.
  • Leverage local connections, networks, program investments, and project successes to seek opportunities for program expansion and promoting CNFA practice areas.
  • Manage and supervise the work of project personnel, subcontractors, and grantees, with a focus on achieving work plan targets and core results in a timely manner.
  • Drafting, editing, and making material contributions to Activity documents, including but not limited to weekly snapshot reports, quarterly presentations, program reports, studies, papers, survey instruments, and other operational and MEL-related documentation.
  • Support monitoring, evaluation and learning activities; contributing to the design and execution of processes and maintaining a rigorous focus on achieving Key Performance Indicators.
  • Supervise the implementation and coordination of all events, technical forums, conferences, and roundtables; and represent the Activity and CNFA at engagements necessary to promote the Activity and achieve targeted results.
  • Other duties as assigned by the COP.

Key Qualifications :

  • Master’s degree in a field related to agriculture, economics, or business administration from an accredited college or university.
  • Minimum of seven (7) years of international experience in agricultural development, successfully achieving meaningful and sustainable results.
  • Demonstrated experience working with multi-level stakeholders, local and international private sector actors, government representatives, and international donor agencies. Experience working with counterparts at various levels of government, as well as with non-government organizations (including private sector associations / organizations) in managing international development assistance activities.
  • In-depth knowledge of USAID policies and regulations, rules and compliance required, strong grasp of Feed the Future indicators.
  • Knowledge of monitoring, evaluation and learning design, develop and execution of plans. Managerial, administrative, writing, and monitoring skills.
  • Excellent interpersonal skills and demonstrated ability to lead large teams and work effectively and collaboratively in team environments.
  • Fluency in English and French is required, fluency in local Malagasy dialects is preferred.
