The Program Manager, Clinical Services is responsible for managing the provision services, associated teams, and ancillary supports for assigned service lines which include Intellectual and Developmental Disabilities and Therapy.
Please Note: This position provides opportunities for some remote flexibility upon the successful completion of the training/onboarding period.
Compensation Range:
The starting pay for this position is $64,800 - $81,000 and is based on non-discriminatory factors such as skills and experience.

Essential Functions
- Meets and or exceeds all CMH required contract “program standards” with the Program
each year. - Meets and or exceeds licensing, accreditation and program criteria required by CMH, DCH,
CARF, Medicaid and special programs as assigned each program year. - Oversees providers of sub-contracted services to assure compliance with all clinical
program requirements stipulated in negotiated contracts as assigned. - Provides clinical and administrative coverage for the Chief Clinical Officer in her/his
absence as assigned. - Formulates current and long-range programs plans and policies as needed.
- Provide clinical back-up support as needed and assure staffing coverage for CNS’s “on-call”
evening and weekend service 24/7. - Completes all required documentation completely, accurately, and in a timely manner.
- Participates in program in-service education and community education.
- Meets established productivity standards of the organization.
- Attends and actively participates in all required management meetings while continuing to
promote a positive work environment and maintain teamwork. - Leads or participate in at least one process improvement initiative.
Supervisory Responsibilities
- Supervises and directs the work of assigned professional supervisors and assures that
program data is inputted in a timely and accurate manner. - Completes employee evaluations as required for all direct reports in a timely manner.
- Develops tools to routinely monitor and measure program outcomes and develops
required improvement plans to meet purchaser, consumer and other customer
performance expectation, and provides and assures the timely submission of required
program reports. - Develops and maintain a collaborative relationship with other departments within the
organization: Clinic Services, Corporate Compliance, Finance and Human Resources. - Develops and expands relationships with external organizations as partners to assist with
continuous developments, refinement, educational resources, and financial support. - Develops, implements, analyzes and report data related to selected outcome measures for
performance monitoring as it relates to clinical outcomes; financial impact, satisfaction;
quality of life; and utilization. Provide feedback to participants with input on continual
improvement - Attracts, develops, coaches, and retains high-performance team members, empowering
them to elevate their level of responsibility, span of control, and performance. - Monitors work schedules of staff and adhere to human resource policies and procedures
relative to the attendance policy, keeping accurate attendance records, and noting any
verbal/written warnings in annual evaluation. - Monitors service productivity and assure coverage for vacations, sick leave, etc
- Approves staff mileage, timesheets, and paid time off in a timely manner.

Required Education, Skills and Experience
- Master’s degree in Social Work, Clinical Psychology, Psychology or Counseling with either a
LMSW, LLP or LPC license. - State of Michigan master’s level license/registration for clinical degree required
- Four years or Five years (preferred) paid work experience in a Mental Health delivery
system or related setting. - Minimum of 2 years managerial or supervisory experience in clinical program
- Experience working with complex service delivery systems as well as governmental and
human service agencies. - Ability to demonstrate leadership and supervise others with an emphasis on team building,
organizing new programs, and staff development. - Effective written and verbal communication skills.
- Prior experience with community relations and risk management.
- Ability to communicate effectively, professionally, and courteously
- Ability to use discretion and judgmental when handling matters of a sensitive or
confidential nature - Advanced time management, problem solving, customer service, interpersonal, and
conflict resolution skills. - Advanced collaboration and team working skills.
- Ability to be forward thinking and take initiative to accomplish goals and objectives of the
department - Intermediate level experience with computers and Microsoft office produce
Additional Education, Skills, and Requirements
- Prior experience in supported employment, intake and club house programming preferred.
- Requires valid and unrestricted Driver’s License
- Valid and unrestricted License to practice
- Transportation or Automobile accessibility with current auto insurance.
