Summary

Provides analytic, data management, program support, and administrative assistance to nursing and related healthcare programs that contribute to and encourage attendance and retention for targeted students or groups. Coordinates and prepares materials required for Board review.

Distinguishing Career Features

The Nursing Program Administrative Specialist is a senior paraprofessional / entry professional position that is part of a career for administrative support to academic and administrative programs and services. The Nursing Program Administrative Specialist will apply program logistics and planning skills along with data compilation, and statistical analysis knowledge and skills to provide decision support to a range of programs and services such as those for enhanced learning, professional growth and development. Specialists will demonstrate success in working with a wide range of stakeholders such as educational oversight agencies, healthcare service providers, and school district administrators and subject matter specialists.

Essential Duties and Responsibilities

Specific duties may vary among departments, divisions and jobs. Incumbents typically perform a substantial portion or all of the following types of duties, as assigned :

1. Performs administrative support for the Director and regular and adjunct faculty. Assists the Director with setting up schedules for classes, labs, and students' clinical experience. Prepares course outlines, materials, and correspondence on behalf of the Director.

2. Provides data management and technical assistance to the State boards which are oversight to nursing and other healthcare professions. Interprets program compliance requirements and establishes data sources to support progress, and outcomes.

3. Prepares for final review, the required reports to nursing boards and other agencies. Maintains and updates State mandated program policy files. Assists with scheduling Board of Registered Nursing and / or Board of Vocational Nursing approval visitations.

4. Prepares contracts governing the requirements for healthcare providers. Maintains up-to-date files of provider contracts, agreements, and data requirements.

5. Identifies student referrals from research and contact with financial aid, other grant-funded programs, and high school recruitment staff. After initial contacts, advises students on college / campus procedures, monitors enrollment and registration, and assists with solving problems.

6. Assists with and may prepare sections of grant-funding proposals. Compiles and submits program and project budgets along with grant proposals. Carries out expenditure of project funds according to fiscal guidelines.

7. Monitors, records, and reviews regular and adjunct faculty loading information with the administrator for approval and compliance with work limits. Enters faculty workload information onto spreadsheet or database models used for accumulating information and

decision support.

8. Records, verifies, codes, and processes payroll information for faculty, staff, and student or temporary help, including information for stipends, overload, and other compensable elements. Processes contracts for outside contractors.

9. Monitors compliance with all applicable rules, regulations, policies and procedures. Oversees the maintenance of all records including a computer-aided student database. Ensures confidentiality of student information.

10. Participates in a variety of nursing and healthcare program-level committees and functions that cover topics such as curriculum, professional development, student retention and achievement, and student engagement.

11. Attends and participates in intra-and-interdepartmental committees. Prepares and maintains committee records and assists in the preparation of departmental / divisional reports by gathering and summarizing information from a variety of sources.

12. Assists with accreditation reviews by compiling and making available information about student clinical service, learning outcomes, matriculation and attrition data, and administrative details such as nursing program budgets.

13. Provides walk-in assistance to students with inquiries and issues. Refers students to faculty and resources available at the college. Assists in developing and facilitating events, workshops, and advisory and involvement groups.

14. Maintains up-to-date knowledge of nursing and healthcare education trends, reporting, and data requirements.

15. Performs other related duties as assigned that support the objective of the position.

16. Required to abide by all District policies and procedures including Board Policy 3050 - Code of Professional Ethics.

Qualifications and Physical Demands

Knowledge and Skills

1. The position requires working knowledge of nursing and healthcare profession education and program goals and objectives, procedures and regulations.

2. Requires a working knowledge of administrative services, programs for developing and retaining and engaging students.

3. Requires a thorough knowledge of office practices, procedures and equipment.

4. Requires a working knowledge of faculty workload recording methods and requirements.

5. Requires knowledge of labor contracts and District policies.

6. Requires a basic knowledge of the policies and procedures associated with the curriculum development and maintenance process as well as the licensing and certification processes for students.

7. Requires well-developed knowledge of and skill at using computers, office productivity applications such as word processing, spreadsheets, and graphics, and specialized data management programs used in education.

8. Requires sufficient knowledge of proper English usage, grammar, spelling, and punctuation to prepare professional correspondence.

9. Requires sufficient human relations skills to work productively and cooperatively with diverse teams, exercise patience when dealing with internal and external customers, and convey technical concepts.

10. Requires experience and working knowledge in budget and accounting programs and techniques with efficiency.

Abilities

1. Requires the ability to perform the essential responsibilities and functions of the position.

2. Requires the ability to accurately take and transcribe notes and / or meeting minutes / recollections.

3. Must be able to learn, interpret, explain and apply knowledge of college and department organization, operations, programs, functions, special terminology used in the organization unit, and labor agreements to relieve an administrator or program director of a variety of administrative details.

4. Requires the ability to prepare spreadsheets, budget reports, graphs and charts, and enter, import, and export data to and from data resources.

5. Requires the ability to maintain confidentiality of private student information.

6. Requires the ability to maintain productive and cooperative working relationships with others.

Physical Abilities 1. The general physical demands, working conditions, and essential job functions associated with this classification will be kept on file with the Office of Human Resources.

Education and Experience The position requires an Associate's degree in a health profession, business, or a related area and five years of experience in supporting data management, program support, and clinical healthcare services. Alternatively, a Bachelor's degree and two years of experience in a healthcare occupation may be accepted. Or, any combination of education and experience which would provide the required equivalent qualifications for the position.

May require a valid driver license.

Work is performed indoors where health and safety considerations are minimal.

This recruitment isfor one permanent , full-time classified, 40 hour per week, 12-month per year position. The normal hours of work are Monday through Friday from 8 : 00 am to 5 : 00 pm. The effective date of employment will be arranged with the supervisor.

    Sabbatical Leaves

    Faculty members are encouraged to pursue professional growth leading to the development of increased competence and the improvement of instruction and / or redirection in their current teaching discipline. The District's sabbatical leave program is designed to assist in this pursuit and is available on a semester basis after completing six consecutive years of service.

    Academic Senate

    The Academic Senate is the governing body at each of our colleges for making recommendations to administration and to our Board of Trustees with respect to academic and professional matters. The Senate consists of elected faculty and has the responsibility for matters related to curriculum and general academic policy.

    Time to Refuel

    Vacation - Classified employees earn vacation days commensurate with years of service. Confidential, Educational Administrators, and Classified Managers earn 22 days of vacation each fiscal year. Accrued vacation is prorated for all employee categories working less than full-time.

    Sick Leave - All contract employees earn sick leave as outlined in the CA Education Code. Sick leave may be carried over from year-to-year and, upon retirement, unused sick leave may contribute to your CalPERS or CalSTRS retirement pension benefit.

    Holidays - The Coast Community College District observes 22 paid holidays per year.

    Jury Duty, Bereavement, Military Leave - Coast Community College District grants contract employees called to jury duty a leave of absence, without loss of pay, for the entire length of required service. Other available leaves include bereavement from 3-5 days and military leaves of absence in accordance with applicable state laws.

    Great Expectations

    Pension Plans - The Coast Community College District participates in the California State Teachers Retirement System (CalSTRS) and the California Public Employees Retirement System (CalPERS) for contract employees. Non-contract employees participate in the Public Agency Retirement Services (PARS) plan for the first 1,000 hours of their employment.

    Medical Benefits After Retirement - It is the policy of the Coast Community College District that contract employees, who retire from the District at age 60 or older and with fifteen or more years of service, be afforded the same group insurance benefits until 70 years of age. A Medicare Supplement plan is available to retirees and their spouses after age 70.

    Annuities - The Coast Community College District maintains a program whereby qualified employees may request through Payroll to have a portion of their salary deposited to a 403b tax-sheltered annuity plan or an approved 457 deferred compensation plan.

    Schools First Federal Credit Union - The Schools First Federal Credit Union is a federally insured, full service, financial cooperative that is a not-for-profit organization. Earnings are used to benefit all members to provide a full range of financial services and offerings.
