Job Title: Outreach Specialist
Classification: Full Time/Non-Exempt
Salary: $16.00 - $17.00 per hour
Reports to: Director of Community Health Outreach
Summary: The Outreach Specialist is responsible for the implementation and facilitation of comprehensive high-impact HIV prevention services including targeted testing, evidence-based interventions, condom distribution, and essential support services for sexual health promotion and prevention activities.
Responsibilities:
- Implement targeted HIV testing and engage target population in a variety of settings where testing will be conducted to effectively identify high risk populations
- Community engagement, program promotion and recruitment and large-scale testing events
- Implementation of evidence-based interventions to recruit to target population (SNS), reduce sexual risk behavior (PCC), linkage to medical care (ARTAS), and risk reduction behavioral interventions (PROMISE)
- Integrated screening activities in conjunction with HIV testing including Sexually Transmitted Infections (Gonorrhea, Chlamydia, Syphilis) and Hepatitis C.
- Collaborate with local health department to coordinate partner services and cluster response
- Provide navigation support services and case management to ensure linkage and follow-up for HIV medical care and biomedical interventions such as PrEP and nPEP
- Perform rapid and confirmatory HIV/STI testing based on CLIA standards and report all results based on local, state, and federal according to reporting laws
- Conduct outreach activities to target population across a variety of online and offline platforms in addition to various settings and venues
- Implement condom distribution to increase access and availability to persons throughout the community
- Utilize social media, internet, mobile applications, and other technology to promote awareness of HIV prevention programs, outreach, and recruit specifically within target population and social networks
- Provide culturally-affirming, scientifically-accurate, and holistic HIV prevention and care services to gay and bisexual men, transgender persons, and other members of the gender and sexual diverse community.
Qualifications:
- High School Diploma or its equivalent. Bachelors degree in Health or related field preferred.
- Position requires the employee be insurable and have a current driver’s license.
- Minimum of 1 year experience of working in HIV/AIDS prevention, community or public health, social service, or health promotion preferred.
- Bilingual (English & Spanish) preferred.
- Phlebotomy experience preferred or willing to complete training upon hire.
Experience/Skills/Knowledge:
- Strong interpersonal and communication skills and the ability to work effectively with a wide range of populations in a diverse community.
- Knowledge of community agencies and resources.
- Skill in use of personal computers and related software applications, including e-mail.
- Good communication skills, such as listening well, and using language appropriately.
- Indigenous to the local community, familiar with the gender and sexual diverse community and other target populations, and ability to project a positive image and trusted as a source of information in the community
Physical Requirements:
- Available to work flexible schedule which may include some nights and/or weekends.
- Work will be performed primarily in offices, public buildings, schools, churches, medical facilities, family homes and automobiles that will vary considerably with regard to the extent of heating, cooling, or physical comforts/protections.
- Position could require long hours of standing or sitting at a computer workstation.
- Must be able to lift at least 25lbs and be able to set up tables, chairs, and pop canopies for events in addition to moving equipment needed for specific job assignments.
- May encounter architectural barriers (including stairs), animals not on a leash unsanitary living conditions, extreme heat, or cold and contagious disease.
