Job Description
CoBank seeks to hire a Manager, People Operations to oversee the execution and continuous improvement of our most critical people processes. This role will focus on elevating the operational rigor and excellence throughout our people processes across the employee lifecycle including, but not limited to onboarding, offboarding, compensation, benefits, payroll, development, talent acquisition, compliance, and employee relations. We're looking for a leader to drive business results via People Operations. This role will partner with stakeholders inside and within Human Resources and will require a balance of analytical work as well as strategic problem solving and program execution. It requires effective communication and project management skills to drive consistent HR Operations and process across the organization.
Essential Functions
- Strategic HR Initiatives: Partnering with business leaders and HR to proactively surface issues and identify solutions. Collaborating with HR leadership to align processes with broader HR strategies and organizational goals. Contributing to the development and implementation of HR policies and procedures.
- HR Operations Management: Leading the HR Operations team members to ensure accurate and timely execution of critical processes stakeholders including payroll, onboarding, and offboarding. Foster a culture of excellence that delivers experiences and solutions that delight our customers. Nurture curiosity and promote ownership to identify and eliminate pain points associates encounter in engaging people services.
- Systems & Data Management: Utilizing Dayforce HCM to manage operational functions, including system configuration, data integrity, and troubleshooting issues to ensure seamless people operations. Collaborates and partners with other teams including HRIS, Product, and Technology & Data Innovation as appropriate.
- Compliance and Audits: Establishes and monitors key performance indicators for all processes, identifies trends, root causes, and forecasts to ensure operations are on track to obtaining goals. Ensuring operational activities comply with federal, state, and local regulations. Conducting regular audits to maintain compliance and solve discrepancies.
- Data Analysis and Reporting: Analyzing people operations and payroll data to identify trends, discrepancies, and opportunities for process improvements. Generating detailed reports to support strategic decision-making.
- Leadership and Development: Leading and mentoring associates to ensure they are knowledgeable and proficient in processes and systems. Promoting continuous learning and professional development within the team.
- Process & Policy Improvement: Continuously evaluating and improving people processes and policies to enhance efficiency, accuracy, and employee satisfaction. Implementing best practices and innovative solutions to streamline operations.
Education
- Bachelor's Degree in Psychology, Business Administration, Human Resources or a related field. required
- Master's Degree in Psychology, Business Administration, Human Resources or a related field preferred
Work Experience
- 5 years -7 years of broad HR Generalist experience including HR Operations, with a strong understanding of payroll-related laws and regulations, and HR Compliance required
- 3 years -5 years of building, managing payroll processes required
- 3 years -5 years of in-depth knowledge and hands-on experience with modern HRIS systems, Dayforce preferred, particularly in the areas of time management and payroll processing, reporting and compliance features required
- HR Certifications such as PHR, SHRM-CP, or other relevant certifications preferred
- Compliance Expertise: Strong understanding of payroll-related laws and regulations, ensuring all operational activities comply with federal, state, and local requirements.
- Analytical Skills: Ability to quickly process and synthesize information, leveraging curiosity to delve into the unknown. Proven skills in identifying trends, discrepancies, and opportunity for process improvements.
- Communication Skills: Excellent communication skills both verbal and written to effectively liaise with employees, management, and external vendors.
- Problem-Solving Abilities: Proactive in identifying and resolving process issues, ensuring minimal disruption to operations. Proven ability to coordinate and lead cross functional work groups. Ability to handle multiple, time-sensitive projects while delivering high quality work. Ability to work in ambiguity while solving complex business issues with the customer in mind.
- Critical Thinking: Proven ability to exercise judgment, recommend solutions in a tactful and professional manner, and maintain integrity of confidential information.

The typical base pay range for this role is between $108,400 - $133,280. Compensation may vary based on individual job-related knowledge, skills, expertise, and experience. This position is eligible for a discretionary annual incentive program driven by organization and individual performance.
