Position Information
The purpose of this classification is to perform specialized duties to facilitate federal, state and local elections.
Distinguishing Characteristics
This classification is distinguished from Election Official II in that incumbents in this class provide lead guidance, direction and training to other Election Officials, handle more complex election duties and activities and have three years of experience in facilitating elections.
Essential Functions
Leads and coordinates daily work activities of assigned co-workers: confers with supervisor to obtain direction regarding work assignments and priorities; organizes tasks in order to complete assigned work; monitors status of work in progress and inspects completed work; confers with co-workers, assists with complex situations, and provides technical expertise; assists with training and instructing co-workers regarding operational procedures and proper use of equipment; assists with scheduling of staff and staff training; and provides input on disciplinary action and employee performance evaluations.
Completes data entry, filing, and other administrative tasks: creates and maintains spreadsheets; merges data into documents using templates; creates required forms and materials specific to each precinct.
Hires, trains and oversees the activities of polling place supervisors; participates in poll staffing projections for each election, identifies staffing deficiencies and resolves issues to comply with legal requirements. Prepares after-election evaluations for each precinct and works with area supervisors to resolve performance or training issues.
Performs duties related to elections: assists in hiring and managing of temporary employees; plans and executes delivery of supplies and equipment; ensures all necessary signs, supplies, and equipment are provided to each polling site; ensures that Election Recap Sheets and other election evidence is audited and retained as required; review compliance of polling place locations with Americans with Disabilities Act (ADA) by collecting parking details of each polling location; gather measurements at polling locations; and test electrical outlets to determine location of electrical panels and confirm circuit numbers to ensure adequate power to support elections equipment. Use details to create scale drawings in Microsoft Visio (MS Visio) and to update other required spreadsheets and documents for each precinct. Maintain records of each polling location; update as required. Print precinct site surveys, polling location diagrams, and electrical panel photos for each poll to distribute to election staff.
Assists in preparing and distributing election supplies and equipment for polling locations: assists in developing a delivery and collection schedule; prepares, gathers and stages various supplies and equipment for delivery using physical strength and tools such as a forklift; oversees loading, unloading, and return of same; inspects returning supplies and equipment; repairs damaged machines and supplies or contacts vendor for same; and performs various pre-, post- and day-of election duties.
Assists in procuring office and election supplies; maintains accountable equipment inventory; maintains voting equipment inventory; uses barcodes, scanning equipment and physical inspection to track equipment location.
Performs pre-election testing to validate functionality and accuracy of voting equipment; prepares voting units using Logic and Accuracy procedures; assists in resolving election equipment problems; contacts vendor to arrange for required maintenance of voting system components.
Performs technical inspection and charging of all voting equipment on assigned schedule: utilizes checklist to inspect all voting units for external and internal deficiencies; documents test results; and maintains files as required. Provides technical support to poll workers and election officials on voting equipment; trains others in the use of equipment software; utilizes troubleshooting procedures to solve all issues involving voting equipment; and provides backup to other technical support personnel.
Performs other related duties as assigned.
Minimum Qualifications
High School Diploma or GED required; supplemented by three years of experience in Elections operations.
Physical Abilities
Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
Sensory Requirements
Some tasks require the ability to communicate orally.
Environmental Factors
Essential functions are regularly performed without exposure to adverse environmental conditions.
