Distinguishing Characteristics
Incumbents in this class oversee complex maintenance and construction projects including scheduling and contracts.Manages, directs, and evaluates assigned staff: oversees employee work schedules to ensure adequate coverage and control; reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; performs all recruiting, hiring, mentoring and training of assigned staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns daily work of Cobb County Adult Detention Facilities (CCADF) staff and the work of outside contractors: prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; conducts site visits to monitor status of work in progress and inspect completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
Assists in developing and implementing policies, procedures and work processes for the department: reviews work orders for maintenance and repairs: ensures timely completion of maintenance and repair activities; researches and addresses pending work and any backlogs; conducts work site visits to monitor work in progress on all projects; ensures compliance with all applicable rules, regulations, standards, policies and procedures; and initiates any actions necessary to correct deviations.
Assists in directing various skilled labor and repair functions, such as carpentry, electrical, mechanical, plumbing, construction/remodeling work, and routine/preventive maintenance tasks for CCADF; reviews project drawings, specifications and shop drawings to ensure projects meet client needs and are cost effective, low maintenance and high in quality; troubleshoots problems involving buildings and related systems; and makes recommendations to resolve problems.
Assists in directing, monitoring, and inspecting work performed by outside contractors: assigns work orders to outside service contractors: reviews and approves contractor's work for quality, completeness, and conformity to contract specifications; consults with contractors; and prepares and maintains related records and reports.
Manages functions related to the custodial services, delivery of food and laundry service throughout the facility; manages functions related to grounds keeping for the complex; ensures that service employees remain in compliance with the contracts.
Manages inventory functions: monitors monthly supply orders for restocking of maintenance supplies; monitors expenditures for compliance with budget; and ensures that tools and equipment are appropriately inventoried and controlled in a detention environment.
Receives and responds to complaints and inquiries: receives, answers, and remedies any difficult complaints or problems that cannot be handled by subordinates; keeps related records and makes required reports. Requires the ability to communicate, report and complete work orders using technology such as a Smartphone or tablet and associated applications.
Performs other related duties as assigned.
Minimum Qualifications
Associate Degree in Electrical, HVAC, Plumbing, Carpentry, or related field required; supplemented by five years of experience in construction, building maintenance or related field, including at least three years of managerial experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.Must possess and maintain a valid Driver's License.
Tasks require the regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds).
Sensory Requirements
Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, taste, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors
Essential functions are regularly performed without exposure to adverse environmental conditions.
