The purpose of this classification is to plan, design, and analyze large, complex, County-wide infrastructure operations and control and related construction projects, to resolve engineering problems, manage construction projects, ensure compliance with related federal, state and local regulations, and supervise assigned staff and contractors as required.

Distinguishing Characteristics

This classification is distinguished from Engineer III in that incumbents in this class manage large, complex, County-wide infrastructure-related projects and ensure compliance with applicable federal, state and local regulations.

Manages, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; and acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.

Organizes, prioritizes and schedules work activities to meet objectives: ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to Director.

Oversees engineering work involving the integration of multiple systems and provides technical expertise in an engineering specialty: manages and oversees special projects for assigned department and provides technical direction and coordination for projects involving multiple departments or jurisdictions; and conducts project presentations and represents assigned department in various community forums, including public meetings.

Develops, Plans and implements short- and long-term goals, objectives, and strategies for the assigned functional area to ensure efficient organization and completion of work; ensures that goals, objectives and strategies align with legislatively mandated programs; and ensures regulatory compliance. 

Develops long- and short-term goals, plans, and objectives for the division: researches and assesses current and future transit needs for the County; and oversees implementation of established goals, plans, and objectives.

Conducts and/or reviews modeling, planning, and engineering studies in support of project analysis and design according to area assignment, such as water/wastewater infrastructure, roadways and transportation systems, traffic signals and control systems, solid waste systems, or stormwater systems: provides technical support during construction; prepares reports detailing the quantitative analysis performed and concluding recommendations; and reviews and verifies engineering calculations and analysis submitted by consultant engineers or internal engineering technicians.

Develops preliminary/final plans and designs using CAD and other engineering/drafting tools: and develops engineering specifications for project construction based on programming assessment, design concepts, fundamental engineering principles, and approved preliminary plan.

Manages design, development, construction and/or implementation of complex, multi-year, county-wide projects and programs: establishes projects schedules; reviews reports and designs from consultants; conducts overall project evaluation; coordinates and reviews the work of contracted architects, engineers, city staff and other project service providers: works with contractors to make design modifications necessary to conform with regulatory and project requirements; and approves the designs as appropriate.

Completes review of civil engineering aspects of all site development plans to ensure compliance with applicable laws, ordinances, regulations, and standards: evaluates and assesses the impact of proposed projects with regards to traffic and transportation, drainage and stormwater runoff, hydrology and hydraulics, flood protection, grading and erosion control, zoning and land use appropriateness, and related issues; approves plans and issues permits or initiates any actions necessary to correct deviations or violations; and works with developers/engineers to modify plans for conformity.

Facilitates communication between the owner, project manager, contractors, other governmental agencies, the public, and other interested parties. Provides technical assistance to project managers and contracts officers during the bid phase of project design to help evaluate proposals and make recommendations for awarding the contract.

Prepares and evaluates requests for proposals (RFPs); develops request for proposals, issues addendums, coordinates and leads evaluation of proposals in accordance with County policy, and submits agenda item recommending award.

Provides technical assistance during bid phase and construction: assists with responding to bidder questions; makes recommendations for awarding contracts; and guides project management staff and consultants to control costs, manage risk, avoid claims, and resolve disputes.

Receives and responds to concerns, complaints and inquiries from both internal and external customers; participates in communication and public educational efforts regarding specialty assignment area.

Develops, implements, and monitors division work plan, policies and procedures: keeps informed of current transit issues and concerns; formulates and develops work methods and practices, policies, services standards, standard operating procedures, training programs, etc.; monitors implementation of work processes, services standards, and policies and procedures by staff and contractors; updates division guidelines according to federal, state, or local rules and regulations; and oversees training programs.

 Develops and implements division budget: determines and recommends operational and capital expenditures, including vehicle and facility replacement and renovation; monitors expenditures to ensure compliance with approved budget; and prepares and maintains related financial documentation and reports.

Administers contracts for equipment, supplies and services: conducts needs assessments; makes recommendations and assists in determining equipment, supplies, and services outlays; prepares Requests for Proposal (RFP) and writes specifications for transit services, equipment, and supplies; participates in awarding contracts and contract negotiations; monitors contract compliance; reviews and approves invoices; and communicates with vendors and contractors.?

 Ensures adherence to and enforces established safety policies and procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individual; investigates accidents involving personnel, equipment or property; initiates any actions necessary to correct deviations or violations; and ensures personnel comply with drug and alcohol testing requirements.

Performs customer service functions: receives, responds to, and reviews passenger complaints and issues; provides information and answers questions regarding division policies and procedures, services, etc.; and initiates corrective actions and/or resolves problems.

Performs public relations duties: represents the division at meetings and public events; interacts with the media, Department Director, County administrators, elected officials, and the public; gives speeches and makes presentations; provides information regarding transit services and programs; participates in various boards and committees; and attends and/or facilitates meetings. 

Performs other related duties as assigned.

Minimum Qualifications

Bachelor's Degree in Civil Engineering or related field required; supplemented by seven years of progressively responsible experience in engineering or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. 


Preferred Qualifications

  • Experience in land zoning, rezoning, and variance processes to ensure compliance with ordinances, regulations and standards.
  • Experience in reviewing zoning and variance development projects and providing comments/recommendations.
  • Experience in site development plan review to ensure compliance with applicable laws, ordinances, regulations and standards.
  • Experience in attending public meetings (related but not limited to, Board of Commissioners Zoning Hearings, Citizen and Interest Group, and Developers meetings)
  • Experience in both urban and rural roadway design guidelines using AASHTO Green Book, State and Local standards
Must possess and maintain a valid Driver's License. Must possess and maintain a valid Georgia Professional Engineer license or be licensed in another state and obtain a Georgia Professional Engineer license within one year. 

Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.

Sensory Requirements

Some tasks require the ability to perceive and discriminate colors or shades of colors. Some tasks require the ability to communicate orally.

Environmental Factors

Essential functions are regularly performed without exposure to adverse environmental conditions; fieldwork may expose the incumbent to a variety of hazards related to construction sites. Periodic project or site visits may expose the incumbent to a variety of hazards consistent with a construction and/or treatment plant site including exposure to traffic and/or environmental conditions associated with water system utilities.
