The Human Resources Team is made of up 13 staff and takes great pride in serving employees, departments, and citizens. This position may require occasional travel to outlying areas of the county including Williams, Tuba City, Page, and Fredonia.

Under limited supervision performs professional work of considerable difficulty overseeing major divisions providing comprehensive human resources services to all County departments focusing in one or more of the following divisions: Administration, Classification/Compensation, Employee Benefits, Employee and Organizational Development, Employee Relations, Recruitment/Retention, and related human resources areas, performs related work as required.
The ideal candidate will possess excellent interpersonal skills, HR generalist experience, exhibit strong leadership skills, and have supervisory experience in a human resources department. The ideal candidate will have experience working within the areas of recruitment, compensation, employee relations, training, and benefits administration. The individual will be detail oriented and have a successful track record of program development and project management.
Please note: Once onboarded and trained, this position may work remotely approximately 66% of the time.- Creates, plans, directs, implements, and administers countywide human resources programs
- Assesses and anticipates HR -related needs and seeks to develop integrated, countywide solutions
- Communicates proactively to deliver service to reflect the agency objectives of the organization
- Provides advice and counsel to elected officials, department heads, managers, supervisors, and staff
- Plans, organizes, directs, supervises, and evaluates, subordinate staff
- Provides orientation, training and supervision for subordinate staff
- Plans and implements new and revised division proedures in order to increase efficiency, ensure departmental goals are met, and improve overall services
- Develops programs to create awareness of service availability to employees and the public
- Initiates and manages a variety of human resources projects, studies and program reviews to evaluate and improve human resources programs, policies, rules and regulations
- Maintains working relationships with community organizations, staff, and the public
- Provides advice and counsel to department heads, managers, and staff
- Ensures adherence to federal, state, and local laws, rules, and regulations
- Analyzes countywide reports for trends and best practice alignment
- May act as the Assistant Human Resources Director in the latter's absence
- Chairs committees, councils, and boards
Employee & Organizational Development
- Develops employee training programs and teaches courses
- Plans, implements, and monitors Organizational Development Programs including succession planning, preparing for promotion, and transition to retirement
Employee Relations
- Conducts internal investigations, performs research, analyzes data, and prepares reports
- Performs mediation and conflict resolution, assists with corrective action up to an including termination
Personnel Administration & Human Resource Information System
- Manages Human Resource records & files
Recruitment/Retention & Classification/Compensation
- Writes and revises job classification specifications and recommends appropriate classification grade level
Essential functions of this position include reaching; working with and around others; dealing with interruptions; vision acuity (far) for driving, (near) for reading, etc.; color vision; hearing and speech (ordinary conversation) for phones and communicating with staff, and the public.
Bachelor’s degree in Human Resources, Business or Public Administration or related field and three years of human resources experience in the assigned functional area including one year supervisory experience; OR any combination of education, training or experience which demonstrates the ability to perform the duties of the position.
Preferences: Bachelor's degree in Human Resources, Business or Public Administration or related field preferred. Supervisory experience and experience working on a dynamic and innovative human resources team; Strong technology experience and the ability to use technology as a resource; HRIS experience; HR certification such as SPHR, PHR or SHRM-CP certification.
Thorough knowledge of:
- Protocol and standard practices that pertain to assigned functional areas
- Compensation / classification program design and job measurement
- Principles and practices of positive supervision
- Principles and practices of public sector human resource administration
Considerable knowledge of:
- Qualifying management and supervisory experience setting goals
- The use of automated data management systems
- Techniques of conflict resolution and mediation
- Governmental budgetary practices, including purchasing
- Federal, state, and local laws, policies, and guidelines governing employment within Arizona
- Business English and report writing
- Writing performance evaluations
- Writing employee relations documents
- Writing communications with employees, retirees and benefit vendors
Ability to:
- Manage one or more major human resources functions
- Directly supervise a staff of senior human resources professionals assigned to complex program, functional areas, or projects with an agency-wide impact
- Assign and review work of subordinates
- Analyze complex personnel management problems and develop appropriate solutions
