Under the broad guidance of the Desktop Support Manager, this position will provide leadership and direction to security and technology-related projects. The role involves planning and managing the delivery of technical solutions for the Department of Corrections (DOC), including project planning, estimation, execution, and implementation. The individual will collaborate closely with functional business groups within DOC, BTM staff, and DOA / DET to ensure the effectiveness of the deployed solutions. This position will also review detailed specifications to ensure that the development and deployment of new systems and technologies align with State and agency architectural standards.
This role will also ensure compliance with the Department’s administrative rules and the agency’s policies and procedures, including those related to the Department's Reentry philosophy, which uses evidence-based strategies, practices, and programs targeting an offender’s individual criminogenic needs and risk level.
Time Goals and Worker Activities :
55% A. Manage and Coordinate Technical Project Activities :
Create project charter and develop the project scope.Track and report on the overall progress of the project.Create and maintain the project plan and work schedule.Obtain customer approval for the project requirements.Secure customer sign-off upon project completion.Provide regular updates to customers and management regarding the project’s status.Collaborate with stakeholders to identify and mitigate project risks.Identify and manage project resources and coordinate schedules.Ensure appropriate project communications are maintained within the bureau, throughout the department, and with vendors.Provide feedback on project team performance to management.Ensure State and vendor deliverables meet department standards.Coordinate solution design and implementation with DOA / DET and vendors as necessary.25% B. Assist Customers in Identifying and Resolving IT Needs :
Help identify the most cost-effective and feasible solutions for customers.Serve as a liaison between the customer, technical staff, and vendors.Follow up with users to ensure system design specifications are correct and agreed upon.Maintain strong working relationships with key business contacts within the Department, site contacts, and vendors.15% C. Perform Analysis and Requirement Studies for Technology Development / Enhancement :
Analyze existing systems and procedures by examining functions, organizational structure, personnel, and job responsibilities.Gather data through interviews, surveys, and on-site observations, working with staff from bureaus and institutions.Conduct cost-effectiveness studies for various systems and procedural problem areas when necessary.Evaluate and provide documentation outlining system implementations.Predict system changes and define necessary resources for planning and budgeting.Determine agency equipment needs and ensure compatibility.Participate in preparing and evaluating Requests for Proposal or Bid documents when needed for vendor contracts.Work with technical staff to recommend appropriate system architecture and hardware / software platforms for applications.Collaborate with business and technical staff to ensure all business requirements within the technology solution are tested.5% D. Professional Development and Other Duties :
Maintain knowledge of current system architectures, methodologies, and frameworks.Attend relevant training courses, conferences, and seminars.Stay informed of applicable DOC and State standards.Keep up with technical publications to maintain knowledge of IT hardware and software.Attend product demonstrations to stay updated on new hardware and software developments.Perform other tasks as assigned by management.Job Knowledge, Skills, & Abilities :
