Job Title: Highway Superintendent

Reports To: County Commissioners

FLSA Status: Non-Exempt

SUMMARY

Under the direct supervision of the County Commissioners, the Highway Superintendent is responsible for constructing, maintaining, and repairing all of the county roads and bridges in Codington County. The Highway Superintendent is charged with the direction and supervision of work and all staff within the Highway Department. This position must keep records of costs and approve all bills associated with county road maintenance before payment. The Highway Superintendent is employed in accordance with South Dakota Codified Law 31-11-1. This position must be available 24/7 if needed.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following, but are not limited to:

· Ensure compliance with the federal and state regulations in the performance of official duties. Work with those state and federal agencies as deemed necessary.

· Prepare the annual Highway Department budget and submit estimates to County Auditor as needed.

· Write grants and administer all grants for the Highway Department, with assistance from the Senior Administrative Specialist, as needed.

· Approve financial expenditure within the department.

· Responsible and accountable for the effective and efficient operation of the Highway Department.

· Plan and direct all work for all Highway Department personnel.

· Plan, direct and supervise snow removal for the County, including coordination with snow removal contractors.

· Plan, direct and supervise maintenance projects.

· Work with contractors, engineers, and developers with design implementation of new projects.

· Inspect work in progress to ensure that workmanship conforms to specifications and the adherence to construction schedules.

· In emergencies, perform such work as may be required for the general welfare and safety of employees and the public.

· Provide training for employees on various topics to include, but not limited to, safety, equipment use, special projects, etc.

· Recommend to County Commissioners relative equipment needed and the construction and maintenance projects to be undertaken.

· Directly supervises employees in the Highway Department.

· Carry out supervisory responsibilities in accordance with the County’s policies and procedures, the Highway Department Union Contract, and applicable laws.

o Responsibilities include interviewing, hiring, and training employees; planning and assigning; directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

· Report to the County Commission at assigned meeting monthly.

SECONDARY DUTIES:

· Assist all other employees in the offices as deemed necessary.

· Attend appropriate seminars and training courses yearly, as needed to maintain CAA Certification with the State.

  • Perform duties in a manner consistent with safe practices and policies.
  • Perform other such duties and functions as deemed necessary.

· Attend appropriate seminars and training course when applicable.

· Wear personal protective equipment when required.

MINIMUM QUALIFICATIONS and SKILLS:

· High School Diploma or G.E.D. Certification required and an associate or bachelor’s degree in engineering, construction, business, or mechanics preferred.

· A minimum of six (6) years of experience in operating trucks, heavy equipment/light equipment, and tools associated with construction and a minimum of two (2) years of supervisory experience. An equivalent of education and experience may be acceptable.

· Broad knowledge of procedures, techniques and standards applicable to highway and roadway maintenance and construction.

· Ability to train others.

· Ability to work well with others and get along with the general public.

· Ability to demonstrate good communication skills.

· Possess a current and valid South Dakota Commercial Class A Driver’s license.

· Ability to maintain confidentiality.

EXAMINATION, TESTING, AND CERTIFICATION

· Attend appropriate seminars and training courses yearly, as needed to maintain CAA Certification with the State.

· Successful competition in written and/or oral interviews.

· Other such examination as deemed appropriate and necessary by the County.

PHYSICAL DEMANDS

· The employee must regularly lift 10 lb. and occasionally lift and/or move up to 50 lb.

WORK ENVIRONMENT

· While performing the duties of this job, the employee is frequently exposed to outside weather conditions.

· The employee is occasionally exposed to moving mechanical parts, fires, or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration.

· The noise level in the work environment is usually loud.
