Job Overview:
Client is seeking a Systems Analyst with 10 years of experience to lead the go-live planning and coordination for the Criminal and Rap Back Information System (CRIS) and the Virginia Sex Offender Management System (VSOMS). The incumbent will serve as the Team Leader for the implementation of CRIS Releases 1, 2, & 3 and VSOMS upgrades for 2025 and 2026. This position requires collaboration with CRIS suppliers, interface partners, and Client s Criminal Justice Information Services (CJIS) and Information Technology (IT) Divisions to ensure successful testing and system deployment.
The Systems Analyst will lead the go-live planning, testing, and implementation activities, coordinating with various internal and external stakeholders to ensure smooth system rollouts and post-release refinement.
Key Responsibilities:
- Leadership & Coordination:
- Lead and manage all aspects of the implementation of the CRIS and VSOMS systems, including testing, release rollouts, and post-release support.
- Serve as the go-live planning team leader, coordinating tasks, resources, and timelines for all CRIS and VSOMS implementation activities.
- Plan and execute simulated rollouts before each CRIS release, ensuring smooth deployment.
- Collaboration:
- Work closely with Client IT, CJIS, and external vendors to ensure all implementation requirements are thoroughly vetted, documented, and met.
- Collaborate with external stakeholders, interface partners, and customers to gather input, resolve issues, and ensure alignment with project objectives.
- Change Management:
- Coordinate organizational change management efforts, including assisting management in creating change management plans, updating staffing plans, and revising job descriptions.
- Support the creation and delivery of employee training programs, ensuring all users are well-prepared for system changes.
- Coordinate the assignment of user roles and manage access control for end-users.
- Testing & Data Coordination:
- Plan and oversee system testing activities, ensuring comprehensive test plans are executed and results are documented.
- Coordinate with the test data team to create, scrub, and utilize test data for various system testing scenarios.
- Requirements Analysis:
- Analyze and define both functional and nonfunctional system requirements to ensure the successful implementation of the CRIS and VSOMS systems.
- Work closely with the Client IT team to identify, document, and address any issues that may arise during the testing and implementation phases.
- Communication & Reporting:
- Provide regular updates on project status, risks, and issues to stakeholders, ensuring transparency and accountability.
- Use excellent communication skills to explain technical concepts to non-technical stakeholders.
Required Qualifications:
- Experience:
- 10 years of experience in system implementation, testing, and rollout planning for complex IT systems.
- 5 years of experience implementing cloud-hosted Software as a Service (SaaS) solutions.
- Proven ability to manage security access and user profile management in SaaS environments.
- Prior experience in Organizational Change Management, including training, user role management, and post-release support.
- Strong experience in collaborating with diverse teams, including internal IT divisions and external vendors, to ensure system requirements are thoroughly documented and implemented.
- Skills:
- Strong leadership, organizational, problem-solving, and interpersonal skills.
- Proficiency in Microsoft Office products (Word, Excel, Visio, PowerPoint).
- Ability to create and maintain detailed business and system requirements documentation.
- Ability to analyze functional and nonfunctional system requirements and translate them into actionable tasks.
- Excellent communication skills, with the ability to convey complex technical concepts in non-technical terms.
