Serve as subject matter expert on U.S. Government contracting.  Participate in full-cycle of contract-related activities, including opportunity surveillance, proposal preparation, contract negotiations, contract administration, contract closeout and management of assigned contracts in accordance with company policies, legal requirements, and customer specifications.  As the primary interface with the customer Contracts Officer, the Lead Contracts Specialist will ensure that contractual obligations are communicated and understood, ensure fulfillment of contract requirements, manage contract changes, be proactive in administering each contract, and maintain historical information.

Primary Duties & Responsibilities

  • Serve as the business unit’s internal, lead subject-matter-expert on U.S. Government contracting.  Must be able to work on significant and unique issues and situations, exercising wide latitude in solving high-level problems.
  • Participate in full-cycle contract-related activities.  These “cradle-to-grave” activities include 
    • Participating in opportunity surveillance and capture activities, including analysis of opportunity proposal requirements and offering compliance and support of cost-volume development,
    • Serving as the point-of-contact for customer and supplier contractual organizations.  Participating in contract negotiations and contract administration and contract closeout.
    • Proposing and coordinating customer-facing project-based messaging in coordination with the Project Manager or Opportunity Owner and act as an advocate for the business in contractual negotiations
    • Managing the formal contractual customer interface for all customer requests as the internal owner of that function.  Preparing written communications with internal and external customers for assigned contractual matters.
    • Developing business processes and ensuring compliance for the management of the complete contracting life cycle for external customer sales contracts
    • Ensuring contract compliance for all business pursuits (including but not limited to: ISO9001:2015, AS9100D, Federal Acquisition Regulations, Defense Federal Acquisition Regulations, and other regulatory requirements)
    • Understanding and supporting compliance with USG contract close-out requirements and reporting and disposition requirements
    • Researching contract issues and providing analysis
    • Ensuring timely delivery of all contractual deliverables based on knowledge of encrypted/controlled data transfers
    • Assisting Program Management in achieving financial goals related to cash management, revenue and profitability
  • For reviews of individual program/sales packages, this individual will be responsible for
    • Reviewing terms and conditions to address provisions and risks of financial terms, acceptance criteria, delivery requirements, warranty, intellectual property, termination provisions, indemnification, and all other potential risk areas and recommending risk mitigation strategies.
    • Reviewing and processing complete sales packages, including review of all required documents, requests for quotations, statements of work, sales contracts, purchase orders, tax status forms, reps and certs, and other supporting documents 
    • Conducting reviews with corporate finance, legal, quality, EH&S, and other representatives when required to minimize the time from order receipt to submission of the booking package to order administration 

 

Education & Experience

  • Bachelor’s Degree with 12 years of relevant Contracts Management, Contract Administration, Business Management, or directly related experience or 10 years of experience and a Master’s degree
  • Strongly preferred: NCMA Certification (CPCM, CFCM and/or CCCM)

 

Skills

  • Extensive knowledge and expertise in US Government contracting, including cases that are extremely complex.
  • Extensive knowledge and expertise in FAR/DFARS and/or government regulations
  • Deep experience negotiating FAR terms and conditions
  • Prior experience with a variety of contract types such as Cost Plus, Fixed Price, Fixed Price Incentive Fee, etc.
  • Excellent communication is a must as the selected candidate will be directly involved in negotiations with the customer as a strategic team member. Must be able to manage the formal contractual customer interface for all customer requests as the internal owner of that function.  Must be able to prepare clear written communications with internal and external customers for assigned contractual matters.
  • Develop business processes and ensure compliance for the management of the complete contracting life cycle for external customer sales contracts
  • Must be familiar with ISO9001:2015, AS9100D, Federal Acquisition Regulations, Defense Federal Acquisition Regulations, and other regulatory requirements to ensure contract compliance for all business pursuits
  • Must understand USG contract close-out requirements and USG property reporting and disposition requirements
  • Must be a self-starting, motivated leader that is able to help others solve complex issues through motivation, mediation and negotiation
  • Must have deep Aerospace/Defense Industry experience
  • Must have knowledge of data handling and transfer of controlled and/or classified information.
  • US Citizenship is a prerequisite.  Ability to attain a U.S. security clearance is a requirement.
  • Proficiency in M365, Acrobat (Need to make sure they can build and modify contracts models themselves)
  • Ability to perform above tasks on company’s IT systems.
