SUMMARY: This position involves performing work in the administration of the Michael W. Prenger Family Center, a facility that operates 24-hours/365 days a year. The Assistant Superintendent facilitates the orientation, development, annual training, and scheduling of employees for the Center. The Assistant Superintendent is the designated service coordinator for residential and detention facility placed youth. The Assistant Superintendent participates in planning, implementing, supervising, and reporting, on programs, projects and tasks for youth who are placed in the Michael Prenger Family Center. The Assistant Superintendent is delegated the primary responsibility for coordinating social services and treatment plans for assigned youth, as well as maintaining accurate and complete case files for these youth. This position also participates in the planning and implementation of recreational programs and activities for youth. The Assistant Superintendent is required to work a flexible schedule which may include weekends and holidays. Work is performed under the administrative direction of the Superintendent of the Michael Prenger Family Center.
ESSENTIAL DUTIES:
Plan and implement staff development and maintain in-service training program.
Create and maintain a 24 hour staff schedule for 20 employees that ensure staffing ratios are consistently met.
Implement new and/or enhance policies and procedures to ensure safety, security, and confidentiality of case information and records.
Maintain all appropriate records, reports, and all relevant documents to ensure that the case files are orderly and managed as required by licensing.
Investigate complaints and report findings to the Superintendent in a timely manner.
Collect and enter data necessary for monthly and annual agency reports.
Perform other related duties as needed or assigned by the Superintendent.
ADDITIONAL RESPONSIBILITES:
Provide technical assistance to the Superintendent concerning the development of policies and procedures, and federal/state rules and regulations governing the operation of the facility.
Assist the Superintendent with the formulation and implementation of new programs and the maintenance of existing ones, including the application, implementation and monitoring of grant-funded programs.
Maintain a database of all juveniles who have entered the facility to meet record requirements and assist with billing.
Approve admission of juveniles into the facility.
Provide residents and parents with an orientation to the assigned Prenger Family Center program.
Attend and participate in family support team meetings, screening/assessment meetings, administrative reviews, case reviews, and court hearings as scheduled.
Identify residents with special needs; mental, emotional, social or physical, and coordinate programs or services with appropriate individuals or agencies to address those needs.
Fulfill case management duties, including, but not limited to: progress reports, social histories, release letters, discharge summaries, case review presentations, etc.
Provide administrative support for accessibility of health services to juveniles including the application for Medicaid services.
Supervise the scheduling, monitoring and follow-up care of the juvenile’s health care requirements and needs.
Work with legal guardians to ensure the medical needs of the youth placed at the center are met to include: setting up Medicaid, ensuring medications are filled/refilled as needed, etc.
Work with Jefferson City Public Schools and agencies to get residents enrolled in school, both at the facility or in seat, during the school year and summer school.
Act as a liaison with the Center’s assigned teaching staff and the Jefferson City Public School District.
Work closely with juveniles placed at the facility, their families, and a variety of professionals.
Coordinate all internal evaluations/ assessments and ensures completion and communication to appropriate parties in a timely manner.
Facilitate monthly staff meetings and bi-monthly supervisor meeting.
Work closely and communicate effectively with the staff to problem solve matters and other issues impacting the facility
Review and provide preliminary determination on employee leave requests.
QUALIFICATION REQUIREMENTS:

Employees must be 21 years of age and possess a valid Missouri vehicle operator’s license. Must be subject to a criminal background check and child abuse/neglect history screening and subsequent yearly reviews. Must pass a pre-employment physical examination and may be required to submit to a drug screening test as a condition of employment. Work is performed in flexible hours; weekends, and holidays in the fulfillment of duties of Program Director, is required.
EDUCATION AND/OR EXPERIENCE:
Master’s Degree in social work or a human service area of study from an accredited school is preferred; or a bachelor’s degree in social work or a human service area or study from an accredited school plus two (2) years’ experience in treatment for children and youth services.
ACSW Certificate, Missouri LCSW or LPC preferred.
LANGUAGE SKILLS:
Fluent in English required. Ability to read and interpret documents such as safety rules, operating and maintenance instruction, and procedure manuals. Ability to write routine reports and correspondence, such as legal documents, petitions, and court orders. Ability to speak one-on-one and in group setting effectively before public, management, staff, clients, groups of customers and employees of Cole County.
MATHEMATICAL SKILLS:
Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs. Ability to apply basic accounting principles, such as bookkeeping, income statements, balance sheets for budget preparation, project of future cost, etc.
REASONING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
ESSENTIAL SKILLS:
Must have knowledge of the Juvenile Court System and Juvenile Law with strong verbal and written communication skills, organization skills, mediation and conflict management.
Must have ability to work cooperatively and tactfully with employees, clients, agencies, courts,
attorneys, residential facility staff and the public.
Must have ability to communicate ideas clearly, both orally and in writing.
Must have ability to plan and organize working time effectively.
Must have knowledge of the principles of organizational management, mediation and conflict resolution management.
Must have ability to work independently while exercising good judgment in evaluating situations and making decisions.
Must be able to demonstrate a trauma informed understanding of emotionally damaged and behaviorally disordered adolescents.
OTHER ABILITIES:
Must have knowledge of programs offering services to children in Cole County and surrounding areas and recruit such services as necessary to meet the needs of children in residence at the Family Center and under the supervision of the Juvenile Court and maintain a record system of such agencies.
Considerable knowledge of the statutes, Supreme Court rules, Juvenile Court case law, and other related administrative policies and procedures that pertain to the Juvenile Court and related areas.
Considerable working knowledge of the functions of the Division of Family Services, Division of Youth Services, Department of Mental Health, Interstate Compact, Law Enforcement, etc.
Must have ability to establish and maintain cooperative relationships with other governmental entities, community and professional groups and others interested in the well being of children.
