This position is a director of a 24 hour a day office that is open 365 days a year.
PURPOSE OF CLASSIFICATION
The purpose of this classification is to oversee the day-to-day functions of the Judicial Commissioner office including maintenance of equipment, monitor and prepare annual budgets, and perform clerical work associated with General Sessions Court operations and the criminal judicial process. Duties and responsibilities include preparing work schedules for employees, warrants and petitions, conducting probable cause hearings, hold arraignment hearings in judges’ absence, issuing warrants, mittimus, and criminal summons, performing data entry, providing information and assistance to the public, answering the telephone, filing court documents, processing documentation, maintaining files/records, ensuring all employees receive required annual training, which includes annual staff meetings, and providing general support within the department. Reports directly to Judicial Committee.
Essential Functions

Prepares and issues criminal warrants, maintains log of warrants issued or received; obtains necessary signatures on warrants prior to court dates.
Sets court cases; maintains calendar of activities; schedules and confirms appointments, meetings, interviews, or other activities; updates calendar on a regular basis and notifies parties involved of changes.
Conducts probable cause hearings to determine probable cause for arrest; confirms existence of probable cause, legal grounds, or sufficient evidence to issue warrant; reviews, condenses, and enters pertinent information from police reports or from citizens’ fact statements for issuance of warrants.
Issues warrants for law enforcement officers and for the public as appropriate; issues mittimus to temporarily detain arrested individuals; issues criminal summons as needed.
Transports warrants, petitions, or other documentation to county offices or other locations.
Sets bond amounts and issues conditions of bonds and recognizance for arrested individuals; issues arrest warrants, in accordance with the procedures outlined by TCA.
Issues Orders of Protection (OOP).
Completes various forms, reports, correspondence, logs, court orders, criminal warrants, mittimus, bond conditions, or other documents.
Assist businesses with check violations, determining if a criminal summons is needed to proceed.
Receives various forms, reports, correspondence, arrest reports, worthless checks, fact statements, law books, criminal justice handbooks, legal updates, policies, procedures, manuals, reference materials, or other documentation; reviews, completes, processes, forwards as appropriate.
Performs basic maintenance of computer system and office equipment, such as backing up data or replacing paper, ink, or toner; coordinates service/repair activities as needed.
Assists and advises with the public and officers.
Maintains file system of departmental records; prepares departmental files; sorts/organizes documents to be filed; files documents in designated order; retrieves/replaces files.
Answers telephone calls and greets visitors; ascertains the nature of business; provides information and assistance; directs callers/visitors to appropriate personnel or department; records/relays messages; initiates and returns calls as necessary; responds to routine questions; research problems and initiates problem resolution.
Sets bond amounts by questionnaire.
Conducts research as needed.
Stay current on law updates, new laws and policies put into effect.
Interview and recommend new judicial commissioner applicants to the Judicial Committee.
Responsible for training program of new and existing Judicial Commissioners.
Prepare and monitor annual budget.
Appoint the Assistant Director Judicial Commissioner from current staff.
Track and monitor individual Judicial Commissioner required training hours.
Maintaining database tracking warrants and bonds issued.
Ordering supplies as necessary, keeping inventory of supplies.
Making the monthly schedule for all employees
Paying all bills associated with this office
Answering phone calls from employees around the clock as needed
Fill in for absences when necessary
Maintenance Scheduling
Keeping all employees up to date on all documentation needed by other agencies
Meeting with Judges and department heads
Communicate with other supervisors, employees, other departments, law enforcement personnel, judges, court personnel, attorneys, warrant/booking officers, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Minimum Qualifications
The Judicial Commissioner should be a person of sound moral character as to:

Minimum Qualifications
The Judicial Commissioner should be a person of sound moral character as to:
- Uphold the integrity of the Judiciary
- Avoid impropriety and the appearance of impropriety
- With Fidelity, perform the duties of the office
- Be neutral and detached from all other agencies; and
- Capable of independently determining that probable cause exists
- Be at least 25 years of age
- Be a citizen of Wilson County Tennessee
- Be a qualified voter, or be eligible to vote in Wilson County Tennessee
- Agree to a fingerprint background check
- Not having been convicted, pled guilty or made a "nolo contendere" plea to any felony charge, or any laws concerning force, violence, dishonesty or controlled substances, domestic violence, moral turpitude or illegal gambling
- Not have been court martialed, received a dishonorable discharge or bad conduct discharge from the United States Armed Forces
- Never to have been terminated or resigned from any law enforcement agency where subject to not being rehired
- Not to have been decertified or have lost any professional license
- Director shall hold a bachelor’s degree with five (5) years experience in a related field and/or have a high school diploma and ten (10) years experience in a related field.
- The position of a full-time Judicial Commissioner is considered the applicants Primary Employment. All positions both full-time and part-time may require working outside scheduled shift, working weekends and holidays, as well as second and third shift and assisting on-duty Judicial Commissioner when the workload is excessive
- Be able to attend training when required.
