Case Coordinator, Special Education Surrogate Parent (SESP) Program
 
The program is now accepting applications for a .8 FTE case coordinator position (32 hours per week).


The Massachusetts Special Education Surrogate Parent Program (SESPP) appoints trained volunteers across the Commonwealth to act as special education decision-makers for students who have no parent or legal guardian. The mission of the Program is to promote positive educational outcomes for children and youth in state custody by providing volunteers to represent their best interests in the special education process. This program, sponsored by the Department of Elementary and Secondary Education, offers support and technical assistance to the volunteers and guidance on the parameters of the legal decision-making authority associated with the position. The program also provides comprehensive case management services to the students involved with the program. The Case Coordinator works with state agencies, school district personnel and others in the eligibility determination and SESP assignment process, and provides subsequent case management services.  This is a year-round, benefitted position and is located in the program office in Westborough, MA.  Hours to be determined.  Possibility for partial remote work after successful in-office trial period. This is an administrative position, not a direct client-service position.

Essential Functions: 

  1. Receive and investigate student referrals, determine eligibility, and assign special education decision-makers in accordance with established program procedures and with state and federal laws and regulations.

  2. Provide clarification and guidance on the rights and responsibilities of Special Education Surrogate Parents.

  3. Conduct regular outreach to Special Education Surrogate Parents and collateral agencies regarding student appointments, and update and maintain student files and computer database accordingly.

  4. Provide general technical assistance, consultation, and resources to volunteers regarding state and federal special education laws and regulations, Massachusetts’ laws relating to children, Department of Elementary and Secondary Education processes, and the policies and procedures of the agencies involved in the care and education of children.

Qualifications: We invite and encourage candidates who do not meet the qualifications stated to share with us, as part of the application process, how their background, experience and/or practice has prepared them for the responsibilities of this position.

  1.  Bachelor’s degree (special education, education or human service related field preferred).

  2. At least three to five years of related experience in the fields of special education and/or child welfare.

  3. Demonstrated success with Microsoft Office and Google Drive, FileMaker Pro database preferred.

  4. Organizational skills and attention to detail.

  5. Effective communication and time management skills.

  6. Ability to prioritize and problem solve, maintain an objective and professional approach to providing services, and act as a team player.

  7. Comfortable working both independently and collaboratively in a small, quiet office environment.

  8. General working knowledge of case management practices.

Employees are expected to follow CES Workplace Safety Standards and host agency workplace Safety Standards.
 
Compensation: $22 - $24 hour. This is a year-round position, 32 hours/week, Monday-Friday.
