Facility Overview
At Ocean View Psychiatric Health Facility, we are committed to serving as a community resource, providing the highest quality of mental health services. Currently, Ocean View operates as an adult 39-bed voluntary acute in-patient facility, offering private rooms and individualized care through a multi-disciplinary approach focusing on compassionate care and best practices. We also provide Intensive Outpatient and Partial hospitalization services to ensure a continuum of care after acute stabilization. We are currently in the process of expanding our Long Beach facility to 80 beds, offering a locked facility setting for those who meet intensive mental health criteria. Additionally, our expansion plans to other areas are progressing rapidly, and we anticipate that our Colton Location in San Bernadino County, will be operational by the end of 2025.
Program Development Manager - Position Overview
The Program Development Manager plays a pivotal role in supporting the organization’s growth by securing funding through grants, bonds, and other publicly funded programs. Additionally, the Program Development Manager focuses on project-based new program implementation. This position is responsible for identifying funding opportunities, preparing and submitting grant applications, and collaborating with leadership to execute approved funding strategies. Additionally, the role oversees key strategic initiatives and service line development across the organization. The Program Development Manager will work closely with both the CAO and CCCO to align initiatives with strategic and regulatory priorities.

Key Responsibilities
Funding Research and Development
- Conduct in-depth research to identify available grants, bonds, and county/state-funded programs aligned with organizational goals.
- Prepare detailed reports and presentations for the executive team, outlining funding opportunities and their potential impact.
- Draft, write, and submit high-quality grant applications and funding proposals in collaboration with relevant stakeholders.
- Monitor and manage compliance requirements for awarded grants, ensuring all deadlines and reporting obligations are met.
- Establish and maintain relationships with funding agencies, government bodies, and other external stakeholders.
- Collaborate with the contracting team to prepare and submit payor contract applications to new and existing payors for all levels of care.
- Assist in other tasks related to vendor and payor contracting.
Program Implementation
- Lead the development and implementation of new programs, ensuring alignment with strategic goals.
- Support operational efficiency initiatives across the organization, collaborating with cross-functional teams.
- Assist in creating and updating policies, workflows, and standard operating procedures (SOPs) for programs and initiatives.
- Coordinate with the CCCO to ensure all programs meet regulatory and compliance standards.
- Provide regular updates to leadership on project timelines, deliverables, and outcomes.
- Assist in other tasks related to regulatory and compliance standards.
Work Environment: This position is based in the corporate office and may require occasional travel to partner agencies, funding bodies, and organizational facilities. The role involves a combination of independent work, team collaboration, and engagement with senior leadership.

Qualifications:
- Bachelor’s degree in Business Administration, Public Administration, Healthcare Management, or a related field (Master’s preferred).
- 5 years working in Hospital Administration (acute behavioral health preferred).
- 5 years of experience in grant writing and government relations (healthcare or nonprofit sector preferred).
- Strong knowledge of government funding mechanisms, grants, and compliance requirements.
- Excellent written and verbal communication skills, with the ability to create compelling proposals and presentations.
- Exceptional organizational and project management skills, with a keen eye for detail.
- Ability to work collaboratively across departments and with external partners.
- Proficiency in Microsoft Office Suite and relevant project management tools.
