This position will manage the specific needs of the Executive Team and manage support personnel working with STP (Space Telescope Project) to access resources, request information, monitor fiscal and risk management activities, space requirements, and task orders on a day-to day basis. This position oversees daily operations and coordinates activities of the project, determines priorities, and monitors and approves project expenditures.

Duties & Responsibilities

  • Using extensive knowledge, develop processes/procedures in regards to the daily operation of Space Telescope Project (STP) with a budget between $500-$700 million, which includes management of ITAR areas.
  • Provides problem solving assistance and program goals and policy interpretation to staff, students, and others, both within and outside the University.
  • Coordinates activities of the project with interrelated activities of other programs, departments (LPL and OptSci), and/or staff to ensure optimum efficiency and compliance with appropriate policies procedures and specifications. Coordinate resources with other departments to support our deliverables and schedules. Identify and report issues after research and analysis.
  • Manage/coordinate project schedule for executive team (Principal Investigator and two Directors).
  • Participate in the design and development of establishing building protocols and logistics of staff and equipment:
    • Support Technology Control Plan (TCP) documentation, which includes leading to policies and procedures in all STP buildings (Steward Observatory, Drake, Advanced Research Building, the UA Tech Park, and RFC mirror Lab). This role will implement the TCP with the Director of Export Control and their team and keep all members of the team updated as the TCP changes. The Standard Operating Procedures (SOPs) will be developed, implemented and monitored for impact and any risks/concerns.
    • Will oversee the management of conference rooms and shared spaces within the Drake building to align with security protocols including reconfiguring conference rooms for appropriate tools per TCP, track and manage access to all areas within Drake and workstations, establishing a reservation system and training LPL, Steward Observatory, and OptSci Staff. This also includes tracking and managing activities for STP based on what type of meeting it is, for example, science team (non-ITAR controlled) versus contract (ITAR controlled) and set up the security and facilities to ensure compliance with the TCP.
    • Will be responsible for coordinating the employees/visitors and security and equipment. Will determine who can be invited to meetings and who can have access to the building on any hour/day. Enable scheduling of conference rooms and work to minimize conflicts in room reservations, ensure rooms are ready for meetings.
  • Prepare and present periodic reports, financial statements/records on project activities, progress status, or other special reports as needed.
  • Manage and control expenditures in accordance with projects and project budgets, including identifying personnel, operational and equipment needs, and troubleshoots funding issues.
  • Oversee day-to-day financial transactions, purchases, and p-cards, including authorizations and tracking.
  • Key management for Drake building (contains ITAR controlled areas):
    • Ensure access to correct areas within all buildings needed for STP activities.
    • Work with building management and Safety to schedule maintenance activities within the approved budget, track requests for changes to buildings, and provide monthly reports.
    • Ensure notification is given to visitors of the Drake building, especially non-US persons, and track all visitors.
    • Oversight/supervision of building/front desk attendants.
    • Track travel and meeting calendar for all of STP.
  • Other duties as assigned.
Knowledge, Skills, & Abilities

  • Good communication skills.

Minimum Qualifications

  • Bachelor's degree or equivalent advanced learning attained through professional level experience required and a minimum of 5 years of relevant work experience, or equivalent combination of education and work experience.
  • Federal regulations require that the incumbent be a U.S. citizen, legal permanent resident, or have another protected status under 8 U.S.C. 1324b(a)(3) to be ITAR/EAR compliant.

Preferred Qualifications

  • Bachelor's degree or higher in engineering or sciences.
  • Experience in mentoring and training.
  • Staff management experience.
  • Experience in scientific investigations, processes, and procedures.
  • Experience working on or managing multiple projects/issues concurrently.
