The hiring salary for this position will be from the min to mid-point of the salary range.

The Assistant Superintendent of Building Services manages, guides, and implements the departmental strategic and daily plans and activities for Facilities Management under the direction of the Building Services Superintendent. The incumbent performs daily custodial tasks, conducts inspections of buildings and equipment, develops records, reports, recommendations, evaluations, etc. that reflect the conditions under which responsibilities are carried out and / or the efficiency and operations.

The individual in this position oversees the standards and procedures for custodial operations at all campuses to include custodial and grounds supply inventory, work quality; timeliness of task completion; and adherence to procedures. The Assistant Superintendent communicates information to leadership regarding budget for supplies, materials, and contracted services.

Specific Duties and Responsibilities

ESSENTIAL JOB FUNCTIONS

55% Custodial Grounds Maintenance and Operations :

  • Oversee and perform custodial and grounds maintenance operations at La Plata, Center for Transportation Training, and Velocity Center
  • Manages all supply and material inventory.
  • Manages and oversees contractors for small and large capital projects throughout campus.
  • Carries out routine duties in absence of the Building Services Superintendent.
  • Serves as a working supervisor that performs manual labor 51% of the time. Covers for absent workers and assists with performing daily custodial operations.
  • Support Building Services Superintendent with assignment of the day-to-day work of all La Plata, Velocity Center, and Hughesville staff to include assigning tasks; monitoring work quality; timeliness of completion; and adherence to procedures.
  • Collaborates with Building Services Superintendent and Assistant Building Superintendent at PRIN and LEON for development and implementation standards of cleanliness along with cleaning frequencies for assigned buildings on all campuses. Monitors building service and grounds maintenance contractors assuring completeness at the La Plata Campus. Develops cleaning schedules and equipment replacement recommendations based on manufacturers documents and best industry standards. Attends annual green cleaning training to update standards and procedures.
  • Oversees training personnel on the safe operation, repair, and maintenance of all equipment including buffers, extractors, vacuums. Maintains MSDS files, tracks training and ensures employees understand and remain compliant with the proper use of equipment, chemicals, and personal protective equipment. Ensures employees have the proper training and safety gear when working and making sure they have the proper PPE.
  • Responsible for coordinating physical set-ups and special event furniture needs in response to requests for on and off-campus group activities at assigned campuses. Attends coordination meetings for Tie Downs and emergency planning.

40% Administrative Functions / Inventory Management

  • Monitors timesheets, completes merit appraisals, document performance and training completion for 5 Building & Grounds technicians at LAPL campus. Oversees half of the custodial service contracts at La Plata and CTRA.
  • Assist Building Services Superintendent with supplying input to Operations Manager for departmental budgets to assure sufficient resources for campus operation. Develops scope of work for contracted services, monitors contractor performance, and approves payment documentation. Develops input to the budget planning process to account for actual inventory need and proposed expansion of campus programs.
  • Oversight in management of all supply and material inventory for all campuses. Directly manages supply and material inventory for La Plata, Center for Transportation Training, and Velocity Center. Collaborates with Assistant Building Superintendent for supply and material inventory at Prince Frederick and Leonardtown. Ensures consistency across campuses including maintenance of sufficient inventory, disbursement to both AM & PM staff, and monitoring rates of use.
  • Monitors, updates, and manages the Facilities Management work order system ensuring work orders are distributed, acted upon, and closed out properly.
  • Responsible for coordinating physical set-ups and special event furniture needs in response to requests for on and off-campus group activities at assigned campuses. Attends coordination meetings for Tie Downs and emergency planning.
  • 5% Inclement Weather Operations

  • Communicates information to the Building Services Superintendent about campus conditions during weather events or other emergencies for decisions of campus closure. Responsible for assuring campus roads, walks, and landscaping are kept clean and with a high degree of "curb appeal."
  • Responsible for oversight of snow and ice removal efforts at La Plata, Hughesville, and Velocity Center including ensuring that adequate Buildings and Grounds staff are present to support early and safe passage through the campus for all vehicles and foot traffic. Coordinates with PSD to support added safety / security coverage during emergencies or dedicated events.
  • Minimum Education and Training

  • High School Diploma or equivalent.
  • Seven years' experience in an institutional or commercial setting with knowledge of procedures for proper use of equipment such as high and low speed buffers, automatic floor scrubbers, upholstery extractor, carpet extractor, vacuum cleaner, industrial wet / dry vacuum cleaner, as well as using industrial cleaning and germicidal agents.
  • Experience in developing operational budgets and inventory management.
  • Experience in an institutional or commercial setting that has provided the knowledge of procedures for proper use of equipment such as high and low speed buffers, automatic floor scrubbers, upholstery extractor, carpet extractor, vacuum cleaner, industrial wet / dry vacuum cleaner, as well as using industrial cleaning and germicidal agents.
  • Working knowledge of computerized programs (i.e., Microsoft Office, Work order systems)
  • Licenses, Certifications, or Additional Requirements :

  • Valid Maryland driver's license and maintain insurability under the college Vehicle liability insurance plan.
  • Certified, or can successfully complete a CPR / AED Course and a stand-alone first-aid course.
  • Minimum Qualifications and Standards Required

  • Ability to read and interpret blueprints, drawings, and specifications.
  • Ability to use snow removal equipment.
  • Ability to translate and use hazardous and toxic chemical Material Safety Data Sheets.
  • Demonstrated ability to lead and give direction to others, with associated responsibilities.

  • PHYSICAL DEMANDS

    The work is medium work which requires exerting up to 50 pounds of force occasionally, and / or up to 30 pounds of force frequently, and / or up to 10 pounds of force constantly to move objects.

    WORK ENVIRONMENT

    Work environment includes exposure to a variety of industrial hazardous / toxic chemical cleaning agents. Prolonged standing and exposure of adverse weather conditions year-round.
